Book excerpt: In recent decades, indigenous peoples in the Yukon have signed land claim and self-government agreements that spell out the nature of government-to-government relations and grant individual First Nations significant, albeit limited, powers of governance over their peoples, lands, and resources. Those agreements, however, are predicated on the assumption that if First Nations are to qualify as governments at all, they must be fundamentally state-like, and they frame First Nation powers in the culturally contingent idiom of sovereignty. Based on over five years of ethnographic research carried out in the southwest Yukon, Sovereignty’s Entailments is a close ethnographic analysis of everyday practices of state formation in a society whose members do not take for granted the cultural entailments of sovereignty. This approach enables Nadasdy to illustrate the full scope and magnitude of the "cultural revolution" that is state formation and expose the culturally specific assumptions about space, time, and sociality that lie at the heart of sovereign politics. Nadasdy’s timely and insightful work illuminates how the process of state formation is transforming Yukon Indian people’s relationships with one another, animals, and the land.

In all the more or less apocalyptic discussions of oil and similar depleted resources, nature, labor, and time converge. This volume focuses on how resources, resource-making, and resource-claiming are entangled with experiences of time. Particular expressions of "resource imaginations" often have a strongly temporal aspect: they frame the past, present, and future in certain ways; they propose or preclude certain kinds of time reckoning; they inscribe teleologies; they are imbued with affects of time: nostalgia, hope, dread, spontaneity, and so on. Examining resources as various as silver in Mexico, "diversity" in an American university, and historical documents in Indonesia, the contributors to this volume ask several questions: Under what conditions and with what consequences do people find something to be a resource? What kinds of temporal experiences, concepts, or narratives does thinking of things as resources entail? How does the making and imagining of resources assume or condition particular understandings of past, present, and future? While the Arctic region, unlike Antarctica, has been inhabited for thousands of years, it is under unique threat because of its vulnerability toward resource exploitation and the deposition of various airborne pollutants. With its varied populations, and with eight Nations asserting territorial interests, the Arctic needs a careful approach to its protection and development. This report describes the current Arctic environmental legal regime. It also discusses the possibility of negotiating a sustainability treaty for the Arctic with high standards of environmental protection similar to those in the 1991 Protocol on Environmental Protection to the Antarctic Treaty. It is hoped that this review of the legal and policy contrasts between the Arctic and Antarctic can help in the consideration of future directions for the Arctic legal regime.
