Book excerpt: The papers in this volume were presented at the first National Workshop on the Status and Future Directions of Research pertaining to the water sector in Sri Lanka, held at the Bandaranaike Memorial International Conference Hall, Colombo, Sri Lanka during 4-6 November, 1998. The aim ofthe conference was for policy makers and senior water managers in Sri Lanka to share and discuss the findings, implications and uses of current research dealing with any aspect of water, and to prioritize future research needs, develop a national water research strategy and initiate a network of water researchers in Sri Lanka and abroad to carry out relevant research in the future. In selecting papers for the conference, priority was given to those authored by persons who had limited opportunities to disseminate their research findings or share empirical experiences. Although the main language of the conference was English, authors were specifically encouraged to present papers in either Sinhala or Tamil.

Book excerpt: First published in 1999, this study aims to develop a theoretical framework for the analysis of livestock farming systems and their conditions of change. The framework should be generally applicable in developing countries and make it possible to analyse livestock farming in different agro-ecological regions. Secondly, Regina Birner applies the framework to a case study in Sri Lanka, the ecological conditions and agrarian structure of which is an excellent setting for studying the diverse factors influencing the action and change of livestock farming. Thirdly, Birner contributes to improving the planning basis for livestock developing policies in developing countries.

Book excerpt: Water is being transferred out of agriculture to meet the growing demand in other areas, often without an agreement of or compensation to farmers with irrigated land and water rights. Furthermore, there is a failure to recognize that irrigation systems supply water not only for the main fields, but also for domestic uses, home gardens, trees and other permanent vegetation, and livestock. Other productive uses include fishing, harvesting of aquatic plants and animals, and a variety of other enterprises such as brick making. In addition, irrigation systems can have a positive or negative effect on wildlife habitats. Thus, the withdrawal of water affects the rural household, rural economy, and the environment in a number of ways. This paper argues that to ensure efficient, equitable, and sustainable water use, to reduce poverty and improve the well-being of the community, irrigation and water resources policies need to take into account all uses and users of water within the irrigation system. The multiple uses of water in the Kirindi Oya irrigation system are examined in this paper. An interdisciplinary group of scientists have investigated a number of areas including water accounting, water quality, household water use, the valuing of water for alternative uses, and the complementarities, competition, and conflicts among uses and users.

Book excerpt: This volume is an analytical summary and a critical synthesis of research at the International Water Management Institute over the past decade under its evolving research paradigm known popularly as 'more crop per drop'. The research synthesized here covers the full range of issues falling in the larger canvas of water-food-health-environment interface. Besides its immediate role in sharing knowledge with the research, donor, and policy communities, this volume also has a larger purpose of promoting a new way of looking at the water issues within the broader development context of food, livelihood, health and environmental challenges. More crop per drop: Revisiting a research paradigm contrasts the acquired wisdom and fresh thinking on some of the most challenging water issues of our times. It describes new tools, approaches, and methodologies and also illustrates them with practical application both from a global perspective and within the local and regional contexts of Asia and Africa. Since this volume brings together all major research works of IWMI, including an almost exhaustive list of citations, in one single set of pages, it is very valuable not only as a reference material for researchers and students but also as a policy tool for decision-makers and development agencies.

Book excerpt: When the late Professor Joachim Illies suggested in 1980 that I edit a volume of the Monographiae Biologicae on Sri Lanka, I was glad to accept the challenge. Although I had spent only six years of my research and teaching career in Sri Lanka, I had made personal contact or corresponded with many scientists who had worked in, still work in, or who have studied material from Sri Lanka. The present domicile of the authors of the chapters in this volume shows the wide geographic spread of interest in Sri Lanka, and indicates also the dispersion of Sri Lankan scientists like myself. Sri Lanka has had a relatively long history of indigenous scientific research in the natural sciences. From the early work of Kelaart (1852, Prodromous Fauna Zeylanicae, Ceylon Govt. Press, 250 pp.) to the present time, there has been a more or less sustained research effort in the natural sciences. The Colombo Museum, which celebrated its centenary only a few years ago, and the world famous Peradeniya Botanical Gardens, served as repositories and bases for continued research on the fauna and flora. There are a number of land marks in these studies.

Book excerpt: As one of the most important natural resources, the management of water is becoming increasingly important as water resources are growing more scarce. This is especially the case for rural areas and developing countries, such as Africa. In sub-Saharan African (SSA) countries today, the demand for water resources is increasing. In this innovative study, the author examines these forms of traditional or customary institutions of water management in a manner that has never been done before. First, the author provides us with an understanding and appreciation of the differential impact of customary institutions on drinking- and irrigation-water management. Most sociological studies on rural water management in SSA have addressed water-management issues without adequately analyzing customary institutions and showing how they affect rural water management. Most studies in river-basin management focus on water for irrigation. Few studies have examined how the customary and statutory institutions influence water management for different water uses. This study looks at how the management of water for domestic use differs from the management of water for livestock and small-scale irrigation. The second unique contribution of this book is the analysis of the role of women and how customary and statutory institutions affect women's participation in water management. Few studies have looked at the role of women and their contribution to rural water management. Previous studies have focused only on the statutory institutions. Finally, the study offers a valuable comparison of the effectiveness of statutory and customary institutions in enforcement of their regulations, resolving natural-resource conflicts, and in ensuring access to water for different uses. Although many researchers recognize the importance of customary institutions, their analysis tends to focus more on the statutory institutions for water management. In this book, both formal and informal water-management institutions are considered for a more balanced understanding. The findings of this study will serve as the basis for formulating policies and programs that include customary institutions in the management of rural water resources in Tanzania. In Tanzania, lack of access to safe water for many rural populations is a major concern. Lack of safe water has implications for rural people and the country as a whole. Policy makers, nongovernmental organizations, planners, and water providers need to be informed so they can incorporate customary institutions into policies and strategies for management of rural water resources. This is an important book for African studies, environmental studies, and policy studies.

Available in PDF, EPUB and Kindle. Book excerpt: This book deals with the challenges for efficient groundwater management, with a focus on South Asia and India, providing a balanced presentation of theory and field practice using a multidisciplinary approach. Groundwater of South Asia is increasingly confronted with overuse and deteriorating quality and therefore requires urgent attention. Management of the stressed groundwater systems is an extremely complex proposition because of the intricate hydrogeological set-up of the region. Strategies for sustainable management must involve a combination of supply-side and demand-side measures depending on the regional setting and socio-economic situations. As a consequence, the challenges of efficient groundwater management require not only a clear understanding of the aquifer configuration, but also demand for the development of a comprehensive database of the groundwater occurrences and flow systems in each hydrogeological setting. In addition, drilling and well construction methods that are appropriate to different hydrogeological formations need to be implemented as well as real-time monitoring of the status of the groundwater use. Also corrective measures for groundwater that is threatened with depletion and quality deterioration need to be installed. Finally, the legal framework of groundwater needs to be rearticulated according to the common property aspect of groundwater. These challenges should revolve around effective groundwater governance by creating an atmosphere to support and empower community-based systems of decision-making and revisit the existing legal framework and groundwater management institutions by fostering community initiatives. This book is relevant for academics, professionals, administrators, policy makers, and economists concerned with various aspects of groundwater science and management.
