Welche neuen rechtlichen Vorgaben gibt es und wie werden diese von Jugendamt und freien Trägern umgesetzt? Welche Berührungspunkte gibt es dabei zwischen beiden Trägern? Wie ist es für die SozialarbeiterInnen, neben Hilfestellung zu leisten auch notwendige Kontrolle auszuüben, und wie können Eltern trotz des Zwangskontextes für eine Mitarbeit gewonnen werden? Ebenso stellt sich die Frage, wie die SozialarbeiterInnen in der Kinder- und Jugendhilfe mit den anspruchsvollen Anforderungen ihres Berufsalltags umgehen können? Sind dabei Methoden der kollegialen Beratung oder Supervision zur Unterstützung hilfreich? All diese Fragen sollen nach einer kurzen Einführung in das Thema beantwortet werden.

Diese Erscheinungen können allgemein als soziale Verwahrlosung bezeichnet werden. Seit dem Fall Jessica ist in Hamburg das Thema des Kinderschutzes neu entflammt. Es gab seitdem sehr viele neue Regelungen und Änderungen, was die Arbeit der Jugendhilfe betrifft. Zudem trat am 1. Oktober 2005 das Kinder- und Jugendhilfeerweiterungsgesetz in Kraft. Es beinhaltet unter anderem den § 8a SGB VIII. Dieser konkretisiert den Schutzauftrag bei Kindern und Jugendlichen und bezieht auch die Freien Träger mehr in die Verantwortung des Kinderschutzes mit ein. In dieser Diplomarbeit sollen Möglichkeiten für die Jugendhilfe aufgezeigt werden, um solche Fälle der Vernachlässigung in Zukunft weitestgehend zu verhindern. Ebenso sollen die neuen Veränderungen in der Jugendhilfe dargestellt werden. Die Interventionsmöglichkeiten der Öffentlichen und Freien Träger haben sich in letzter Zeit mehr konkretisiert. Diese werden unter den Aspekten der Finanzierung und Professionalisierung der Jugendhilfe sowie des Qualitätsmanagement genauer betrachtet.
