A unique feature of the Armenian Genocide has been the long-standing efforts of successive Turkish governments to deny its historicity and to hide the documentary evidencesurrounding it. This book provides a major clarification of the often blurred lines between facts and truth in regard to these events. The authenticity of the killing orders signed by Ottoman Interior Minister Talat Pasha and the memoirs of the Ottoman bureaucrat Naim Efendi have been two of the most contested topics in this regard. The denialist school has long argued that these documents and memoirs were all forgeries, produced by Armenians to further their claims. Taner Akçam provides the evidence to refute the basis of these claims and demonstrates clearly why the documents can be trusted as authentic, revealing the genocidal intent of the Ottoman-Turkish government towards its Armenian population. As such, this work removes a cornerstone from the denialist edifice, and further establishes the historicity of the Armenian Genocide.

The age-old practice of targeted killing has undergone a profound transformation since the turn of the millennium. States resort to it more frequently, especially in the context of counter-terrorism operations. The rapid development of surveillance and drone technologies facilitates targeted-killing missions, and states are starting to slowly abandon their policies of secrecy and denial with regard to this form of violence. To answer this question, the volume introduces a theoretical framework that conceives the maintenance and transformation of international order as a dynamic, triangular process between violence, discourse, and the institutions that make up the international order. It then sheds light on different parts of this triangular process: the reinterpretation of international law to legitimize targeted killing, the contestation between state and non-state actors over the development of a new targeted-killing norm, the emergence of targeted killing in the context of changes in the broader normative context of international order, and the impact of new technologies, in particular autonomous weapons systems, on the future of targeted-killing practices and international order. That ghastly violence has overshadowed a fact almost as noteworthy: that hundreds of thousands of Hutu killed no one. In a transformative revisiting of the motives behind and specific contexts surrounding the Rwandan genocide, Lee Ann Fujii focuses on individual actions rather than sweeping categories. Fujii argues that ethnic hatred and fear do not satisfactorily explain the mobilization of Rwandans one against another. Fujii's extensive interviews in Rwandan prisons and two rural communities form the basis for her claim that mass participation in the genocide was not the result of ethnic antagonisms. Rather, the social context of action was critical. Strong group dynamics and established local ties shaped patterns of recruitment for and participation in the genocide. This web of social interactions bound people to power holders and killing groups. People joined and continued to participate in the genocide over time, Fujii shows, because killing in large groups conferred identity on those who acted destructively. The perpetrators of the genocide produced new groups centered on destroying prior bonds by killing kith and kin.

Book excerpt: Multiple killings by serial or spree killers and the mass violence seen in war crimes and other atrocities have typically been understood as discrete category types, which can foster the view that there are fundamentally different kinds of human beings, including "deviants" who are born evil and innately given to sadism or a callous lack of empathy. In contrast, this book considers the violence of these "deviants" in terms of larger questions about human violence. Therefore, in addition to describing the life histories of a sample of individual serial and spree murderers, the book includes analysis of macro-level phenomena such as genocide, mass rape and killing, and torture occurring under conditions of war, state authorization, or political upheaval. The chief claim of the book is that, given the "right" combination of factors occurring at different levels of analysis, virtually anyone can emerge as a killer or perpetrator of atrocities. While it is crucial to understand individual killers in terms of the details of their biographies, it is equally crucial to understand political atrocities in terms of the details of their histories; and to see that persons and groups are always the product of complexly interacting assemblage processes.
