Book excerpt: The U.S. Army Research Laboratory (ARL) recently completed a cognitive study of the decision making process during current operations at the brigade and battalion Task force levels. The ARL study first presents a commander-staff group process model as a framework, then develops an integrated cognitive model. The integrated model synthesizes key features of four major decision models developed by prominent cognitive psychologists within the naturalistic decision making community. The implications are far-reaching. Insights from the study point strongly in the direction of developing tactics, techniques, and procedures (TTP) for tactical operations centers during current operations. The study also explains persuasively why, in time constrained circumstances, a commander-directed single COA, vice multiple options, is a prudent and successful method of decision-making. The authors link the cognitive model to a requirement that Opposing Forces (OPFOR) doctrine be developed to support the training of units for operations other than war. A sub-set of this effort would be the development of intelligence preparation of the battlespace (IPB) techniques to enhance visualization of the enemy force during OOTW contingencies. Finally, the authors urge that similar studies be initiated of current operations decision making within Joint Task Force headquarters. The studies have the potential to leverage significant improvement in the training of officers to serve in JTF headquarters. The authors also urge the Joint doctrine community to underwrite efforts to develop a body of Opposing Forces doctrine for OOTW contingencies.

FM 101-5 (final draft), Staff Organization and Operations, 1966, currently prescribes the MDMP as the only accepted process for decision making. This process is applicable to all echelons. This researcher suggests that the decision-making process is different at task force level and makes recommendations to improve the decision-making process when applied to the resource constrained environment characteristic of task force level operations. The MDMP is a systematic, analytical approach to decision making that generates multiple courses of action for the purpose of allowing the commander to select the optimum COA. This study explored the existing theories of naturalistic or recognition primed decision making for the purpose of determining a single option rapidly. The MDMP is by its own description a staff and time intensive process. The requirement to develop the best possible solution instead of one workable solution results in a significant increase in time used in the conduct of the planning process with no applicable difference in the results. The research examined the MDMP against the environment characteristics of task force level operations for efficiency and effectiveness. The study concluded that the MDMP is neither an efficient nor effective planning process when applied to task force level. The study provides recommended improvements for the MDMP to streamline the process and make it a more efficient and effective process for task force level planning. Key to the discussion is the idea of returning to a more commander involved metal process versus the present staff driven, product oriented process of FM 101-5.

Military theorists have long understood the deleterious effects of uncertainty on the conduct of war. Commanders never know as much about the enemy or environmental conditions as they would like, so they decide and act on the best information available, however incomplete. In coping with uncertainty, there are proven methods of structuring one's organization to meliorate its effects. These methods involve decentralizing command, lowering decision thresholds, and creating self- contained, semi-autonomous units. U.S. military doctrine recognizes the need for JTFs in responding to the global commitments of the nation. Unfortunately, Service incompatibilities and parochialism often have hampered the joint commander's ability to get the job done. Congress mandated reform through the Goldwater-Nichols Department of Defense Reorganization Act of 1986; the result has been to streamline joint command structures, thus making them better able to deal with uncertainty. The experience of multi-Service operations during World War II confirms the wisdom of creating joint task forces when doctrinal conditions are met.

It offers perspective and insight, and provides the opportunity for self-correction, adaptation, and thoughtful results-oriented learning. Assessment is a key component of the commander's decision cycle, helping to determine the results of tactical actions in the context of overall mission objectives and providing potential recommendations for the refinement of future plans. Assessments provide the commander with the current state of the operational environment, the progress of the campaign or operation, and recommendations to account for discrepancies between the actual and predicted progress. Commanders then compare the assessment against their vision and intent and adjust operations to ensure objectives are met and the military end state is achieved. First, assessment must determine "where we are." The assessment process must examine the data received and determine, in relation to the desired effects, the current status of the operation and the operational environment. This is the most basic and fundamental question that assessment must answer. The second fundamental issue that assessment must address is "so what and why" (i.e., what does the data mean and what is its significance)? To answer this question, the assessment team will examine the measure of effectiveness indicators, both individually and in relation to each other. Finally, and perhaps most importantly, assessment must begin to address the "what's next?" Assessment must combine the analysis of the "where we are" and the "so what" and develop thoughtful, logical guidance for the command's planning efforts. Assessments are interrelated and interdependent. Although each level of assessment may have a specific focus and a unique battle rhythm, together they form a hierarchical structure in which the conduct of one level of assessment is crucial to the success of the next. Theater strategic and operational-level assessment efforts concentrate on broader tasks, effects, objectives, and progress toward the end state, while tactical-level assessment primarily focuses on task accomplishment. This handbook provides users with a pre-doctrinal reference describing how to conduct assessment execution and planning. Its primary purpose is to improve the US military's assessment process through educating the user on basics, best practices, and processes. This handbook was developed based on observations at combatant commands as well as joint task force staffs. It was developed in close coordination with, and used significant input from, both civilian and military subject matter experts. Assessment is a collaborative effort between the joint force, interagency and multinational partners, and other stakeholders. As such, this handbook addresses the necessity for an inclusive assessment process and effort at every level. It also presents some assessment resources developed by other stakeholders and currently in use throughout the world.
