Available in PDF, EPUB and Kindle. Book excerpt: The book takes a hard look at internal developments and class formation in the region and explores the complex dynamics underlying the 'failure' of socialist transformation, demystifying the highly-simplified 'destabilisation' thesis and pointing to some of the problems that forces for change in South Africa itself may have to face in the 1990s. The chapters make significant reference to changing present and future relations with South Africa, and to the impact of internal changes on the development of neighbouring countries.

Available in PDF, EPUB and Kindle. Book excerpt: Building on global interest in migration development, the volume draws attention to one of the most important migration systems in sub-Saharan Africa. It reviews South Africa’s approach to international migration in the post-apartheid period from a regional development perspective, highlighting key policy issues, debates, and consequences. The authors find at least three areas where migration is resulting in important development impacts. First, by offering options to those affected by conflict and crises in a region that has limited formal disaster management and social protection systems. Second, by mitigating shortcomings and distortions in regional labour markets. Third, by providing support to struggling rural economies and ever expanding urban areas in terms of livelihoods and social capital transfers. Chapter One consists of a study of the country’s historical experience of migration and, in particular, analyses the changes in official attitudes throughout the twentieth century, indicating the roots of contemporary ideas and policy dilemmas. Chapters Two, Three, Four and Five complement this analysis of the South African State’s capacity to reform and manage the South African migration situation by looking at often neglected dimensions: the first explores the question of skilled labour, a crucial question given the unbalanced structure of the South African labour market; the second examines the impact of migration on local government in South African cities and specifically implications for urban planning, service delivery, health, security, and political accountability; the third analyses the nature of undocumented migration to South Africa and the challenges it raises to both State and non-State actors; The book concludes with an examination of health as a critical issue when examining the relationship between migration and development in South Africa, in light of recent empirical data.

Hentz addresses changes in South Africa's strategies for regional cooperation and economic development since its transition from apartheid to democracy. Hentz focuses on why the new South African government continues to make regional cooperation a priority and what methods this dominant state uses to pursue its neighborly goals. While providing a synthetic overview of the history of regional cooperation in southern Africa, Hentz considers the logic of cooperation more generally. An extensive discussion of South African politics provides the context for Hentz's exploration of the more widely felt effects of domestic change. Readers interested in the international organization of the politics and economy of southern Africa will find thought-provoking material in this important book.

Book excerpt: Southern Africa has embarked on one of the world's most ambitious security co-operation initiatives, seeking to roll out the principles of the United Nations at regional levels. This book examines the triangular relationship between democratisation, the character of democracy and its deficits, and national security practices and perceptions of eleven southern African states. It explores what impact these processes and practices have had on the collaborative security project in the region. Based on national studies conducted by African academics and security practitioners over three years, it includes an examination of the way security is conceived and managed, as well as a comparative analysis of regional security co-operation in the developing world.

Book excerpt: The Political Economy of Regionalism: The Case of Southern Africa challenges prevailing wisdom, showing how ruling political elites and 'big business' join forces with certain external actors in order to promote market integration and economic globalization, boost regimes, and to satisfy group-specific and even personal interests. Only rarely do these forms of regionalism contribute to the poor and disadvantaged, who instead opt out, and survive through informal economic regionalisms or seek to create regionalisms rooted in civil society.
