Available in PDF, EPUB and Kindle. Book excerpt: The U.S. has many indicators on a variety of topics such as the economy and health, but has no official vehicle for integrating and disseminating this information to better inform the nation about complex challenges. Diverse jurisdictions across the U.S. and internationally are integrating and disseminating this information through comprehensive key indicator systems. The Patient Protection and Affordable Care Act of 2010 (PPACA) authorized a congressionally appointed commission and the National Academy of Sciences (NAS) to oversee the development of a key national indicator system for the U.S. PPACA also directed GAO to study (1) how indicator systems are being used; (2) how indicator systems are designed and developed; (3) some factors necessary to sustain a system; and (4) potential implications for the development and use of a U.S. system. This study builds on a 2004 GAO report on key indicator systems. GAO also obtained information on 20 comprehensive indicator systems from diverse U.S. and international areas; reviewed seven of those systems in greater depth; and interviewed system experts, representatives, and stakeholders. GAO verified the accuracy of the information about indicator systems with system representatives, the NAS, the Office of Management and Budget, and selected federal agencies and made technical changes as appropriate. GAO does not make recommendations in this report.

Book excerpt: While the concept of sustainability has been widely embraced, it has been only vaguely defined and is exceedingly difficult to measure. Sustainability indicators are critical to making the broad concept of sustainability operational by providing specific measures by which decision makers and the public can judge progress. Sustainability Indicators defines the present state of the art in indicator development. It presents a comprehensive assessment of the science behind various indicators, while placing special emphasis on their use as communications tools. The contributors draw on their experience as academics and practitioners to describe the conceptual challenges to measuring something as complex as sustainability at local, regional, national, and global scales. The book also reviews existing indicators to assess how they could be better employed, considering which indicators are overused and which have been underutilized. Sustainability Indicators will help planners and policy makers find indicators that are ready for application and relevant to their needs, and will help researchers identify the unresolved issues where progress is most urgently needed. All readers will find advice as to the most effective ways to use indicators to support decision making.

Book excerpt: In the recent past, environmental innovations have led to a considerable reduction of many pollutants; however, further innovation is required to tackle remaining pollution sources. This work analyses the significance and the effects of framework conditions on innovation activities that contribute to the realisation of a sustainable development. The book links the experiences of different research projects with the aim to develop a system of indicators to evaluate sustainable effects of (environmental) innovations. A comprehensive framework for an indicator system is established that allows to include different environmental innovation fields such as process innovations in the steel production, substitution of dangerous chemicals, organisational innovations in the field of waste disposal or sustainable water management.

Though Key Performance Indicators (KPIs) may at times seem to be the real driving force behind social systems, economies and organizations, they can also have far-reaching normative effects, which can modify organizational behavior and influence key decisions – even to the point that organizations themselves tend to become what they measure! Selecting the right performance indicators is hardly a simple undertaking. This book describes in detail the main characteristics of performance measurement systems and summarizes practical methods for defining KPIs, combining theoretical and practical aspects. These descriptions are supported by a wealth of practical examples. The book is intended for all academics, professionals and consultants involved in the analysis and management of KPIs.

Book excerpt: How can states and schools use data to support their efforts to improve educational equity? Building Educational Equity Indicator Systems: A Guidebook for States and School Districts, provides information to help state and school district leaders develop ways of tracking educational equity within their preK â€" 12 systems. The guidebook expands on the indicators of educational equity identified in the 2019 National Academies report, Monitoring Educational Equity, showing education leaders how they can measure educational equity within their states and school districts. Some of the indicators focus on student outcomes, such as kindergarten readiness or educational attainment, while others focus on student access to opportunities and resources, such as effective instruction and rigorous curriculum. Together, the indicators provide a robust picture of the outcomes and opportunities that are central to educational equity from preK through grade 12. For each indicator of educational equity identified in the report, the guidebook describes what leaders should measure and what data to use, provides examples of data collection instruments, and offers considerations and challenges to keep in mind. The guidebook is meant to help education leaders catalogue data they already collect and identify new data sources to help them fill gaps.

Book excerpt: Organizations implement an indicators system to manage several types of resources and reduce dysfunctions through better decision-making. However, many have lost sight of how to manage indicators and information systems in a way that strengthens the capacity to react at strategic and operational levels. From the planning perspective, managers agree what needs to be done in the short, medium and long term and these are expressed in a plan encompassing the organization´s aspirations over various time horizons. A measurement plan is often missing, however, especially in the form of a document that specifies each indicator and governs each user´s behavior when using performance indicators, as well as the metrics that allow us to learns whether the measurement project is having the desired impact on the organizational environment over time. “Managing Your Indicators System: A Key for Managers and Planners” intends to fill a void in how to manage your organization´s indicators system, thus having a positive effect on the performance of managers and planners.

The edition also includes the latest data on health coverage and health care expenses, as well as the Republicans' counter arguments and their proposed bill. Patient Protection and Affordable Care Act or Obamacare, is a United States federal statute which, at the same time, represents the complete reform of the American health care system conducted by the former president Barack Obama. The main goal of this act was to drive better health outcomes, lower costs, and improve accessibility to health services. The whole system was designed to increase health insurance quality and affordability, lower the uninsured rate by expanding insurance coverage and reduce the costs of healthcare. In March 2017 the Republican Party, which opposed Obamacare, released its plan to replace it.
