However, Stalin’s accession to power brought a change of policy towards the periphery - the encouragement of local autonomy which had been a key part of Karelia’s model development was reversed, the state border was sealed to the outside world, and large parts of the republic's territory were given over to Gulag labour camps controlled by the NKVD, the precursor of the KGB. This book traces the evolution of Soviet Karelia in the early Soviet period, discussing amongst other things how political relations between Moscow and the regional leadership changed over time; the nature of its spatial, economic and demographic development; and the origins of the massive repressions launched in 1937 against the local population.

The authors believe that this can be done by studying in depth the opinions, values, norms, beliefs, fears and hopes of young people living in two neighbouring but profoundly different societies: Russia and Finland. Young people are constructing these societies in the 20th century. The book is based on a comparative research project, financed by the Academy of Finland, which was carried out during 1995-1997 by an international, inter-disciplinary research group. The novelty of the book is based on the use of different research methods and theoretical starting points. One of the crucial questions raised by the book concerns the applicability of Western theories in research into Russian society and people. The analysis shows that many of the concepts applied frequently in Western social sciences do not apply in research relating to Russian specific culture. The book proposes that more attention should be paid to the challenges of comparative research.

To the extent that it was possible, the valiant and industrious Finnish people have endeavored to overcome the difficulties created by two wars and the consequent onerous peace terms. One of the most stupendous problems was that of the Finnish refugees evacuated from the Karelian isthmus, Salla, Petsamo, and the leased peninsula of Porkala. The lost territory, with a total area of 45,000 square kilometers, had important industrial plants and traffic networks, including the very important Saima Canal, and large expanses of arable land and forest. Some 450,000 persons, or 12 percent of the total population at that time, had to be resettled in the remainder of Finland, particularly in the southern provinces. In his detailed description of how this difficult problem was solved, even if at the cost of a sharpened inflation, Dr de Gadolin strongly emphasizes the financial and economic aspects. It is fortunate for Finland that, though situated within the Russian sphere of influence, it nevertheless belongs to the Swedish-Finnish neutral bloc, and thus was able to maintain its economic relations with the West.

The Chechen war, terrorist attacks and confrontations between Caucasian migrants and local residents have served as touchstones for intense public debates about who belongs in Russian society and who does not. Young people of North Caucasian origin are experiencing the effects of such debates as they learn to negotiate and maintain their identities in an environment in which they are defined as a threat to national security whilst simultaneously being pressured to align with core civic values of the state. This book reflects on the notion that the cultural borders, which define civic liberties and people’s right to belong, are increasingly being defined within society, and not by the external borders of states.
