COMMITTEE ON GENERAL POLICY AND PURPOSES Brother Angellotti also presented the following report: To the Most Worshipful Grand Lodge of California: ' The Grand Master recommends the establishment of an additional standing committee on policy to be termed "The Committee on General Policy and Purposes," to which shall be referred such matters as may properly be termed mere matters of policy and matters affecting the good of the Fraternity. We do not understand this recommendation to refer to any matter which is now required by express provision of our law to be referred to any specified committee. It is obvious that this recommendation involves purely a question of policy, one concerning which we may well say that while we see no legal objection to the adoption of the suggestion, "we return it to the Grand Lodge without recommendation." This we do. At the same time we submit for the action of the Grand Lodge the following proposed amendments to our Constitution, which if adopted, will accomplish the desired purpose: Amend Section 28 of the Constitution, by inserting therein after.the words "and on Library, to consist of five members each," the following words, to-wit: "And on General Policy and Purposes, to consist of seven members." Add a new section to be known as Section 32B, to read as follows: "The Committee on General Policy and Purposes shall consider and report upon such matters as may be referred to it, which shall include such matters not referable by express provision of existing 'law to some other committee as may properly be termed mere matters of policy, and as to which it is deemed that reference to such committee is advisable."
