Despite centuries of prohibition against leaving the land and traveling and settling overseas, the earthbound Chinese--first traders, then peasants and workers--eventually found new sources of livelihood abroad. The practice of sojourning, being always temporarily away from home, was the answer the Chinese overseas found to deal with imperial and orthodox concerns. Today their challenge is to find an alternative to either returning or assimilating by seeking a new kind of autonomy in a world that will come to acknowledge the ideal of multicultural states. In pursuing this story, international scholar Wang Gungwu uncovers some major themes of global history: the coming together of Asian and European civilizations, the ambiguities of ethnicity and diasporic consciousness, and the tension between maintaining one's culture and assimilation.

Ong shows how the mobility of overseas Chinese allowed them to shape their personal and community identities for pragmatic and political gains. This resulted in migrants who returned with new money, knowledge, and visions acquired abroad, which changed the landscape of their homeland and the lives of those who stayed. Placing late Qing and Republican China in a transnational context, Coming Home to a Foreign Country explores the multilayered social and cultural interactions between China and Southeast Asia. Ong investigates the role of Xiamen in the creation of a China-Southeast Asia migrant circuit; the activities of aspiring and returned migrants in Xiamen; the accumulation and manipulation of multiple identities by Southeast Asian Chinese as political conditions changed; and the motivations behind the return of Southeast Asian Chinese and their continual involvement in mainland Chinese affairs. For Chinese migrants, Ong argues, the idea of "home" was something consciously constructed. Ong complicates familiar narratives of Chinese history to show how the emigration and return of overseas Chinese helped transform Xiamen from a marginal trading outpost at the edge of the Chinese empire to a modern, prosperous city and one of the most important migration hubs by the 1930s.

In particular, it shows how the management of non-traditional security issues abroad led to the emergence of China's strategy to defend its interests overseas. This book comes at a critical time, as China has just inaugurated its first overseas military base in Djibouti, thereby establishing a long-term military presence outside Asia. Based on a large number of Chinese primary sources, the book examines how the main actors involved in the making and implementation of Chinese foreign policy understood the problem of protecting the assets and lives of Chinese companies and nationals abroad, especially in North Africa and the Middle East, and interacted with each other depending on their priorities, preferences, and organizational interests. As the different chapters explore various aspects and dynamics within the Chinese foreign and security policy machine, the analysis concludes that the emergence of China's strategy to defend its interests overseas was, to a large extent, crisis-driven. The evacuation of 36,000 Chinese nationals from Libya in 2011 was a critical moment in this process. Henceforth, significant efforts were made to strengthen the capabilities of and coordination between the different agencies under the control of the Chinese leadership, especially the Chinese People's Liberation Army. Consistently, China's military presence abroad expanded and evolved over the years to stabilize the regions where the country's human and economic presence is most significant, and to neutralize the non-traditional security threats against it. However, Chinese policymakers still face important challenges and complex dilemmas on the path to formulate a sustainable policy towards this very difficult issue. Protecting China's Interests Overseas also offers an opportunity to rethink how we study and understand Chinese foreign policymaking.

In popular Western wisdom, the restaurants, pagodas, and red lanterns are intrinsically equated with a self-contained, immigrant Chinese district, an alien enclave of ‘the East’ in ‘the West’. By the 1980s, when these Western societies had largely given up their racially discriminatory immigration policies and opened up to Asian immigration, the dominant conception of Chinatown was no longer that of an abject ethnic ghetto: rather, Chinatown was now seen as a positive expression of multicultural heritage and difference. By the early 21st century, however, these spatial and cultural constructions of Chinatown as an ‘other’ space – whether negative or positive – have been thoroughly destabilised by the impacts of accelerating globalisation and transnational migration. This book provides a timely and much-needed paradigm shift in this regard, through an in-depth case study of Sydney’s Chinatown. It speaks to the growing multilateral connections that link Australia and Asia (and especially China) together; not just economically, but also socially and culturally, as a consequence of increasing transnational flows of people, money, ideas and things. Further, the book elicits a particular sense of a place in Sydney’s Chinatown: that of an interconnected world in which Western and Asian realms inhabit each other, and in which the orientalist legacy is being reconfigured in new deployments and more complex delimitations. However, far from being passive victims of discrimination and marginalisation, Chong presents a forceful case in which Chinese Indonesians possess the agency to shape their future in the country, particularly in the changing political, business, and socio-cultural environment after the fall of Suharto. While a lack of good governance that promotes the rule of law and accountability allows or even encourages some Chinese to maintain the status quo by perpetuating corrupt business practices inherited from Suharto’s New Order regime, there are other Chinese Indonesians who make full use of the democratic space opened up under the new administrations, acting as agents of reform by participating in electoral politics and establishing inter-ethnic socio-cultural organisations. Building on Anthony Giddens’s structure-agency theory and Pierre Bourdieu’s notions of habitus and field, Chong shows that the Chinese minorities have played an active role in the democratic process, even though they continue to occupy an ambivalent position in Indonesia.
