Indonesia is no exception. In the 2014 presidential elections, two populists even competed against each other--albeit with vastly different concepts of populism. Prabowo Subianto, the wealthy former son-in-law of ex-autocrat Suharto, offered a classic populist paradigm based on anti-foreign rhetoric, condemnation of the status quo, appeal to the poor, and neo-authoritarian reform plans. By contrast, his opponent, the down-to-earth former carpenter and Jakarta governor, Joko Widodo ("Jokowi"), advanced a new form of technocratic populism that was inclusive, nonconfrontational, and primarily focused on improving the quality of public service delivery. This study explores the dynamics of the electoral contest between Prabowo and Jokowi, and analyzes what they tell us about the conditions under which populist campaigns are launched and succeed or fail. It shows that Prabowo's campaign was ultimately defeated because Indonesia's post-Suharto democracy was not in a state of acute, life-threatening crisis. However, the issue also illuminates Jokowi's struggle to establish his populist rule after his inauguration as president, with oligarchic forces and other members of the old elite forcefully trying to intrude into his new government.

Book excerpt: Indonesia is the most populous Muslim country in the world, with 87.18 per cent of its 260 million population embracing the Islamic faith. However, Indonesia is neither an Islamic state nor a secular one. It adopts Pancasila as the state ideology but has a Ministry of Religious Affairs (MORA) overseeing six official religions. MORA has its genesis in Dutch colonial rule (1602–1942). It was strengthened during the Japanese occupation (1942–45) and then sustained by the post-independence Indonesia government (after 1945). The decision to keep MORA was to compensate those who had aspired for the enactment of the Jakarta Charter in the era of Sukarno but failed. MORA has always been the arena for contestation between the traditionalist Nahdlatul Ulama (NU) and the modernist Muhammadiyah. Both organizations eye not only the minister post, or leadership positions in the bureaucracy, but also lower ranking positions. This article examines how MORA has been managed under President Joko Widodo (Jokowi) from 2014 till the present. It highlights similarities and differences in Jokowi’s control of the influential ministry compared to his predecessors. In 2014, even though Jokowi was elected on a reform agenda, he left MORA untouched. After the 2019 election, Jokowi appointed Fachrul Razi, a retired general as Minister of Religious Affairs, departing from past practices of naming a religious scholar (ulama) or a religiously trained person (santri) to that position. This demonstrates a wish on the part of the President to shake up the ministry and to exert control over the institution. This decision, however, has alienated core supporters in NU who helped him get re-elected in 2019.

Most of those articles were selected from the papers presented at the 12th IRSA International Conference on “Political Economy of Regional Development in Indonesia”. This conference was held on 2-3 June 2014 in Makassar, South Sulawesi, and was organised in collaboration with the Faculty of Economics, Hasanuddin University, and the National Development Planning Agency (BAPPENAS). Some other articles are papers presented at several seminars related or held in collaboration with IRSA in 2014. When this Foreword was written, Indonesia under the Joko Widodo (Jokowi) Administration was experiencing difficult time both politically as well as economically. Jokowi has entered its eighth month of his term of office but his administration apparently has not been able to run well as expected. To make it even worse, the economic growth in many countries, including Indonesia, has been slowing down since early this year. With that background and in the spirit of contributing for the development of the nation, IRSA has chosen the general theme of this 13th book “Regional Development in Indonesia: Some Notes for the Jokowi Government”. Jokowi knows that, for Indonesia to become one of the world’s most competitive economies, he’ll need to spend serious political capital and demonstrate adept management of his governing coalition to tackle those fundamental challenges.

Though there has been an increasing level of discussion on Indonesia’s emerging power status, there has been little discussion on how the country is debating and signalling its new-found status. This book combines the insights of both neo-classical realism and social identity theory to discuss a reset in an emerging Indonesia’s foreign policy during the 21st century while emphasizing domestic drivers and constraints of its international behaviour. There are three key organizing components of the book – emerging power, status signalling and the Indo-Pacific region. The Indo-Pacific region constitutes a spatial framing of the book; the emerging power provides an analytical category to explain Indonesia’s changing international status; and status signalling explains multiple facets of international behaviour through which the country is projecting its new status. Though leaders are adding different styles and characteristics to the rising Indonesia narrative, there are a few unmistakable overarching trends that highlight an increasing correlation between the country’s rising power and growing ambition in international behaviour. This book is built around four key signalling strategies of Indonesia as an emerging power – expanded regional canvas, power projection, leadership projection, and quest for great power parity.
