Book excerpt: In July 1996, the Chairman of the Joint Chiefs of Staff (CJCS) unveiled a 21st- century vision statement as a call to arms for the Department of Defense (DOD) to "achieve new levels of effectives in joint warfighting. Titled Joint Vision (JV) 2010, its publication offers an opportunity for comparison between joint and Service warfighting perspectives. JV 2010 provides a catalyst for critical thought and debate on military operations, as well as Service roles in the future geostrategic environment. JV 2010's release also coincides with Service efforts to refine their strategic visions, and the current Quadrennial Defense Review (QDR). The author examines JV 2010 and Service vision doc to ascertain incongruities, reveal implementation challenges, and identify areas for further study. This paper shows that, while Service visions are generally in line with the joint vision, they are presented horn Service-unique warfighting perspectives, and also contain distinct elements of interservice rivalry, both of which could hamper efforts to implement JV 2010.

Under what can be viewed as a bicameral defense process, near-term visions developed by unified commands about longer-term service concepts. CINC visions reflect diverse regional interests and service visions indicate the particular mediums in which they specialize. Although this has enabled us to better understand the core competencies of each service as well as the regional insights of the warfighting CINCs, it has also led to tension and wasted effort. Sensing the need to integrate both types of vision, CORM recommended that the Chairman articulate a unifying vision. The resulting document, developed in close consultation with the Joint Chiefs and CINCs, is Joint Vision 2010.

As the Armed Forces of the United States transform, they must develop a common frame of reference to define and develop future joint force concepts, capabilities, requirements, and Service-provided forces. The existing frames of reference for the joint force are joint doctrine and Joint Vision. Joint doctrine only provides a common frame of reference for the current joint force. It does not, however, address the development or experimentation of future concepts and capabilities that could improve joint force operations. The Joint Vision provides a broad future vision and construct for military transformation. However, it contains little actionable detail for joint force planning and development. Joint doctrine and Joint Vision together will provide a baseline to help focus the development and comparative analysis of emerging concepts, capabilities, requirements, and Service-provided forces that will be employed within future joint warfare and crisis resolution. At the focal point of US military transformation and implementation is the Joint Requirements Oversight Council (JROC). The role of the JROC has evolved from a strictly materiel focus to a strategic integration role in the coevolution of joint doctrine, organization, training, materiel, leadership and education, personnel, and facilities (DOTMLPF) critical force considerations. As the crossroads for joint vision related requirements generation and development, the JROC currently must evaluate concepts, capabilities, architectures and requirements from each Service. What is missing for the JROC's use is a common perspective on joint warfare and crisis resolution in the 21st Century from which the JROC can review, integrate and compare emerging joint concepts, capabilities, architecture and requirements. To provide the missing common joint perspective for the JROC and address the Chairman's future joint vision in actionable detail, the Joint Staff's Directorate for Operational Plans and Joint Force Development (J-7) has worked on a JROC-sponsored project in collaboration with the Services, combatant commands, Joint Staff and defense agencies to develop An Evolving Joint Perspective: US Joint Warfare and Crisis Resolution In the 21st Century. This document provides a common joint warfighting perspective intended to identify and describe the key elements and desired capabilities that comprise the evolving and emerging American way of joint warfare and crisis resolution for the foreseeable future. This joint perspective grows from an understanding of the current environment, focuses on Joint Vision as the azimuth, and serves as the foundation for transformation. It captures and defines emerging consensus on the desired shifts in the characteristics and conduct of joint warfare and crisis resolution as well as the evolving joint fundamentals that will help to achieve the desired goals of military transformation. It provides an essential complement to Service transformation and warfighting perspectives and an integrating context for joint concept and architecture development, the Requirements Generation System (RGS), and Force Planning and development efforts.

Shelton, Chairman of the Joint Chiefs of Staff and principal military advisor to the President, has a problem, namely, "Joint Vision 2010" (JV 2010). Formulated and published in July 1996 by his predecessor, General John M. Shalikashvili, JV 2010 is intended to be the "conceptual template" for how America's Armed Forces will channel the vitality and innovation of the American people and leverage technological opportunities to achieve new levels of effectiveness in joint warfighting. General Shali's vision for America's Armed Forces in the 21st century is a continuation of its current status as the world's "standard for military excellence and joint warfighting." The author believes that the General wanted the document to serve as an operationally based template for the evolution of the U.S. Armed Forces -- an evolution that depicts a future end-state, not an end-date. Unfortunately, most of the critics of JV 2010 focus on the semantics of the operational concepts being discussed and their evolution and fruition at the premised end-date of 2010. The challenges facing General Shelton as he attempts to remove the tar and "operationalize" JV 2010 are twofold. First, he must retail the vision for what it was intended to be, and what he intends it to be, and second, he must ensure that the implementation strategy gives U.S. military the most effective way to capitalize on jointness to achieve strategic end-states. Failure to do so will not only put the future Armed Forces at risk, but also the nation's ability to support and sustain the National Security Strategy. Four key items must be considered when formulating strategy and policy: conceptualization, consensus, execution, and retailing. Using this simple framework, the author evaluates the challenges and opportunities that face General Shelton as he attempts to operationalize JV 2010.

Applying JV 2010 across the entire spectrum of conflict without understanding the fundamental differences between war and military operations other than war (MOOTW) assumes risk. MOOTW will continue to be prevalent, and its' fundamental nature precludes relying on information superiority and the four new concepts as touchstones for future conflict. An appreciation of asymmetrical threats exists in current joint doctrine but is not translated to the JV 2010 operational blueprint. The time is now to accurately reflect future U.S. capabilities to the National Command Authority (NCA). JV 2010 should be the operational linchpin connecting the strategic decision-makers with the proper application of military force into a challenging and demanding future. Effective strategy cannot be developed based on inaccurate operational capabilities. Assuming JV 2010 is applicable across the entire spectrum of conflict is the first step in a flawed process.

As new technologies are implemented to support Joint Vision 2010 (JV2010), successful C2 must give the commander the flexibility to use faster and more accurate information technologies in order to increase battlespace knowledge and situational awareness. The dynamics of new technologies is linked to the Information Age and is commonly referred to as a Revolution in Military Affairs (RMA), which is leveraged through the enabling concepts of "Information Superiority" and "Network-Centric Warfare." The challenge for the future commander is to exploit the RMA by applying a flexible C2 process to control the battlespace. Thus, as networked forces bring faster and more accurate information across all levels of war, the operational commander will exert his influence by maintaining a flexible networked architecture through a continuum based on his intent and the tempo of operations. A more focused understanding of networked C2 is the key to the evolution of new and existing joint architectures in order to keep pace with information technologies. The military must embrace an aggressive transition to a more flexible organization that is linked to a networked hierarchy to meet the challenges of the 21st Century.
