Book excerpt: In July 1996, the Chairman of the Joint Chiefs of Staff (CJCS) unveiled a 21st- century vision statement as a call to arms for the Department of Defense (DOD) to "achieve new levels of effectives in joint warfighting. Titled Joint Vision (JV) 2010, its publication offers an opportunity for comparison between joint and Service warfighting perspectives. JV 2010 provides a catalyst for critical thought and debate on military operations, as well as Service roles in the future geostrategic environment. JV 2010's release also coincides with Service efforts to refine their strategic visions, and the current Quadrennial Defense Review (QDR). The author examines JV 2010 and Service vision doc to ascertain incongruities, reveal implementation challenges, and identify areas for further study. This paper shows that, while Service visions are generally in line with the joint vision, they are presented horn Service-unique warfighting perspectives, and also contain distinct elements of interservice rivalry, both of which could hamper efforts to implement JV 2010.

Since not all services use core competencies, suggested core competencies are derived from current service doctrine and vision documents. Despite the short time since Joint Vision 2010 release, the services already are adapting and incorporating most Joint Vision operational concepts. As these concepts are developed, service core competencies will overlap in some areas. Inter- service rivalry concerning core competencies will continue and can be productive. Having a blend of service core competencies for use by the Joint Forces Commander is the key to future joint effectiveness to fulfill the Joint Vision.

These capabilities, applicable across the entire spectrum of conflict, are based on four new operational concepts that are enabled by technology and information superiority. Applying JV 2010 across the entire spectrum of conflict without understanding the fundamental differences between war and military operations other than war (MOOTW) assumes risk. MOOTW will continue to be prevalent, and its' fundamental nature precludes relying on information superiority and the four new concepts as touchstones for future conflict. An appreciation of asymmetrical threats exists in current joint doctrine but is not translated to the JV 2010 operational blueprint. The time is now to accurately reflect future U.S. capabilities to the National Command Authority (NCA). JV 2010 should be the operational linchpin connecting the strategic decision-makers with the proper application of military force into a challenging and demanding future. Effective strategy cannot be developed based on inaccurate operational capabilities. Assuming JV 2010 is applicable across the entire spectrum of conflict is the first step in a flawed process.

Book excerpt: Joint Vision 2010 (JV 2010) focuses on deterring conflict and defeating fielded forces. This focus limits the development of innovative ways of using military forces to achieve political objectives. Joint Vision 2010 limits the Services' ability to become visionary organizations in which adaptation and innovation flourish. A singular, Joint vision does this in two ways. First, JV 2010 creates an environment of "strategic monism" in which a single strategic concept or approach is used to solve military problems. Second, the JV 2010 is based on Cold War thinking and assumptions. The post-Cold War world is full of new military missions that are ignored by the JV 2010 focus on deterring and winning wars. JV 2010's key characteristic of Full Spectrum Dominance seems predicated on Cold War funding levels that are implausible in today's fiscally constrained environment. In the seminal book on visionary companies, "Built to Last," James Collins and Jerry Porras identified the underlying characteristics and dynamics common in highly visionary companies and translated their findings into a useful conceptual framework. During their 6-year study, they identified 12 "realities" that shattered long-held myths about truly great businesses. Attachment 1 lists the characteristic realities uncovered by their study. This list of key characteristics describes the attributes Joint Vision 2010 should promote. For instance, JV 2010 should use Big Hairy Audacious Goals (BHAGs) to promote Service experimentation. Operations at the lower end of the force spectrum and information operations are just a few of the many emerging means that are overlooked by the current joint vision. To be a more useful document, JV 2010 should be rewritten so that it promotes innovation and creativity, rather than conformity to a single template. By doing this, the U.S. military would be well on the way to becoming an innovative force, ready to tackle and solve the problems of a post-Cold War world.

Two significant and inseperable issues are how forces will be commanded and how the Joint Force Commander will organize his staff to conduct the type of operations described in JY 2010. JV 2010 places a premium on Information Age concepts such as non-linear dynamics, speed of command, network-centric warfare, and blurred levels of war. Our present hierarchical command structure, which is based upon linear reductionism, is inappropriate for Information Age operations. Additionally, the doctrine of "centralized planning, decentralized execution" is not flexible enough to handle the full spectrum of envisioned military operations. A more flexible command concept is required. A "Flat Ring" model for staff functions which emphasizes speed of command and network operations is described and recommended.
