Book Synopsis Privatization in Eastern Europe by : Roman Frydman
Download or read book Privatization in Eastern Europe written by Roman Frydman and published by Central European University Press. This book was released on 1994-01-01 with total page 239 pages. Available in PDF, EPUB and Kindle. Book excerpt: In Eastern Europe privatization is now a mass phenomenon. The authors propose a model of it by means of an illustration from the example of Poland, which envisages the free provision of shares in formerly public undertakings to employees and consumers, and the provision of corporate finance from foreign intermediaries. One danger that emerges is that of bureaucratization. On the broader canvas, mass privatization implies the reform of the whole system, the creation of a suitable economic infrastructure for a market economy and the institutions of corporate governance. The authors point out the need for a delicate balance between evolution - which may be too slow - and design - which brings the risk of more government involvement than it is able to manage. A chapter originating as a European Bank working paper explores the banking implications of setting up a totally new financial sector with interlocking classes of assets. The economic effects merge into politics as the role of the state is investigated. Teachers and graduate students of public/private sector economies, East European affairs; advisers to bankers or commercial companies with Eastern European interests.
Book Synopsis Privatizing Russia by : Maxim Boycko
Download or read book Privatizing Russia written by Maxim Boycko and published by MIT Press. This book was released on 1997-01-22 with total page 180 pages. Available in PDF, EPUB and Kindle. Book excerpt: Privatizing Russia offers an inside look at one of the most remarkable reforms in recent history. Having started on the back burner of Russian politics in the fall of 1991, mass privatization was completed on July 1, 1994, with two thirds of the Russian industry privately owned, a rapidly rising stock market, and 40 million Russians owning company shares. The authors, all key participants in the reform effort, describe the events and the ideas driving privatization. They argue that successful reformers must recognize privatization as a process of depoliticizing firms in the face of massive opposition: making the firm responsive to market rather than political influences. The authors first review the economic theory of property rights, identifying the political influence on firms as the fundamental failure of property rights under socialism. They detail the process of coalition building and compromise that ultmately shaped privatization. The main elements of the Russian program -- corporatization, voucher use, and voucher auctions -- are described, as is the responsiveness of privatized firms to outside investors. Finally, the market values of privatized assets are assessed for indications of how much progress the country has made toward reforming its economy. In many respects, privatization has been a great success. Market concepts of property ownership and corporate management are shaking up Russian firms at a breathtaking pace, creating powerful economic and political stimuli for continuation of market reforms. At the same time, the authors caution, the political landscape remains treacherous as old-line politicians reluctantly cede their property rights and authority over firms.

Book Synopsis The Dynamics of the Breakthrough in Eastern Europe by : Jadwiga Staniszkis
Download or read book The Dynamics of the Breakthrough in Eastern Europe written by Jadwiga Staniszkis and published by Univ of California Press. This book was released on 2023-11-10 with total page 377 pages. Available in PDF, EPUB and Kindle. Book excerpt: Understanding the dramatic political, social, and economic changes that have taken place in Poland in the mid-1980s is one key to predicting the future of the communist bloc. Jadwiga Staniszkis, an influential, internationally known expert on contemporary trends in Eastern Europe, provides an insider's analysis that deserves the attention of all scholars interested in the region. Staniszkis presents the breakthrough of 1989 as a consequence not only of systemic contradictions within socialism but also of a series of chance events. These events include unique historical circumstances such as the emergence of the "globalist" faction in Mosow, with its new, world-system perception of crisis, and the discovery of the round-table technique as a productive ritual of communication, imitated all over Eastern Europe. After describing the development, collapse, and reorganization of a "new center" in Poland in 1989-1990, she discusses the first attempt at privatizing the economy. Her analysis of the dilemmas accompanying breakthrough and transition is an invaluable guide to the challenges that face both capitalism and democracy in Eastern Europe.
Book Synopsis Privatization and Economic Reform in Central Europe by : Dennis A. Rondinelli
Download or read book Privatization and Economic Reform in Central Europe written by Dennis A. Rondinelli and published by Praeger. This book was released on 1994-01-26 with total page 336 pages. Available in PDF, EPUB and Kindle. Book excerpt: A fundamental characteristic of the global economy during the 1990s is the reinvigoration of the private sector as the driving force for economic growth and social progress. This book surveys Central Europe during the early period of transition from late 1989 to early 1993, when governments were experimenting with privatization and economic reform, and assesses how privatization and economic reform policies have changed the business climate there. Rondinelli and his contributors provide an overview of economic reforms in Central European countries, offer a framework by which to compare them, describe the approaches to privatization their governments adopted, and identify the problems and challenges that each country faces in attempting to create a market-oriented economy. The result is a valuable resource for international management, international trade policy makers, and scholars of international business. The process of economic restructuring is especially important and particularly complex in Central Europe, where Poland, Hungary, the Czech and Slovak Republics, Slovenia, and other independent states of former Yugoslavia are struggling to transform themselves from socialist to market economies. Each country faces equally complex challenges, however, in creating a new business climate that will nourish domestic enterprise and attract investments by multinational corporations. These challenges include: (1) privatizing state-owned enterprises that have dominated the economies of socialist countries; (2) developing public policies and programs that support the private sector, especially small- and medium-scale enterprises; (3) decentralizing the state administrative structure to allow regional and local governments to play a more active role in providing public services and supporting private enterprise; and (4) restructuring industry, agriculture, and services in order to diversify and reinvigorate the economic base (including infrastructure) of regions surrounding cities that are still dominated by heavy (and now largely obsolescent) manufacturing industries. This book surveys the situation in Central Europe during the early period of transition in the early 1990s when governments in all four countries were experimenting with privatization and economic reform. The authors assess how privatization and economic reform policies have changed the business climate in this important region of the world. The editor provides an overview of economic reforms in Central European countries, offers a framework by which to compare them, describes the approaches to privatization their governments adopted, and identifies the problems and challenges that each country faces in attempting to create a market-oriented economy.
