Available in PDF, EPUB and Kindle. Book excerpt: Given the impact that successive court rulings have had on the organisation of the sports movement in the past 15 years, the autonomy of non-governmental sports organisations has become a highly topical concern in Europe. It is also closely related to the issue of governance, the subject of previous Council of Europe studies. The Enlarged Partial Agreement on Sport (EPAS) decided to explore the concept of autonomy in greater depth by studying the conceptual, political, legal, economic and psycho-sociological aspects of the subject. This study was carried out at the request of the EPAS by the Swiss Graduate School of Public Administration (IDHEAP) on the basis of a questionnaire sent to public authorities in charge of sport and to national and international umbrella sports organisations. In addition to an analysis of the data obtained, documents produced by public authorities and sports organisations on this emerging issue are presented. This study contributes to a better understanding of the concept of autonomy and offers a clear picture of the issues involved.

Book Synopsis Council of Europe Law by : Florence Benoît-Rohmer
Download or read book Council of Europe Law written by Florence Benoît-Rohmer and published by Council of Europe. This book was released on 2005-01-01 with total page 248 pages. Available in PDF, EPUB and Kindle. Book excerpt: Since its foundation, the Council of Europe has established a common legal system for European states, based on democracy, the rule of law and human rights. Its standard-setting texts have helped its members meet the challenges of changing societies and now apply all over Europe given the organisation¿s unprecedented geographical enlargement since 1989. In this connection, the Council of Europe has played a key role in the accession of the new member states to the European Union. The first section of the book deals with the "constitutional" law of the Council of Europe, or its internal statutes in the broad sense. It covers the 1949 Statute, which, along with related texts, lays down the Council¿s aims and determines its membership and operating methods. The second section concerns the role played by the Council of Europe - which has always been very active in standard-setting - in the harmonisation of European states¿ domestic law. The third section situates Council of Europe law in the European context. For instance, it studies the extent to which Council of Europe conventions have been incorporated in domestic law and how Council of Europe law and European Union law co-exist.

Book Synopsis How to Democratize Europe by : Stéphanie Hennette

Available in PDF, EPUB and Kindle. Book excerpt: An all-star cast of scholars and politicians from Europe and America propose and debate the creation of a new European parliament with substantial budgetary and legislative power to solve the crisis of governance in the Eurozone and promote social and fiscal justice and public investment. The European Union is struggling. The rise of Euroskeptic parties in member states, economic distress in the south, the migrant crisis, and Brexit top the news. But deeper structural problems may be a greater long-term peril. Not least is the economic management of the Eurozone, the nineteen countries that use the Euro. How can this be accomplished in a way generally acceptable to members, given a political system whose structures are routinely decried for a lack of democratic accountability? How can the EU promote fiscal and social justice while initiating the long-term public investments that Europe needs to overcome stagnation? These are the problems a distinguished group of European and American scholars set out to solve in this short but valuable book. Among many longstanding grievances is the charge that Eurozone policies serve large and wealthy countries at the expense of poorer nations. It is also unclear who decides economic policy, how the interests of diverse member states are balanced, and to whom the decision-makers are accountable. The four lead authors—Stéphanie Hennette, Thomas Piketty, Guillaume Sacriste, and Antoine Vauchez—describe these and other problems, and respond with a draft treaty establishing a parliament for economic policy, its members drawn from national parliaments. We then hear from invited critics, who express support, objections, or alternative ideas. How to Democratize Europe offers a chance to observe how major thinkers view some of the Continent’s most pressing issues and attempt to connect democratic reform with concrete changes in economic and social policies.

Book Synopsis How the EU Really Works by : Olivier Costa
Download or read book How the EU Really Works written by Olivier Costa and published by Routledge. This book was released on 2016-04-29 with total page 275 pages. Available in PDF, EPUB and Kindle. Book excerpt: The European Union is facing a profound crisis and is confronted with multiple challenges. Over the last two decades, it has experienced a series of dramatic changes to its powers, its institutional design, its constitutional framework and its borders. At the same time, the uneasy relationship between European citizens and elites has complicated both the reform and the function of the Union. While the Lisbon treaty provided some answers to crucial questions, it did not clarify the nature of the EU, which remains at the crossroads of federal and intergovernmental logic. The current economic and financial crisis puts the EU’s legitimacy further under pressure and creates the impression of a turning point. This book provides a concise analysis of the EU and its dynamics by paying particular attention to its day to day operation. It aims to help students and scholars understand its evolution, its institutions, its decision-making and the interactions between the EU and various actors. Avoiding abstract theorizing, the authors propose an easy to read analysis of how the Union works while recognizing the complexity of the situation. Throughout the book, the key issues of European integration are addressed: democratic deficit, politicization, the role of member states, institutional crisis and citizen involvement.
