Book excerpt: The Joint Employment Report (JER) by the European Commission and the Council monitors, on a yearly basis, and in line with Article 148 of the TFEU, the employment situation in the Union and the implementation of the Employment Guide-lines. It provides an annual overview of key employment and social developments in the European Union, and of Member States' recent policy measures, in line with the Guidelines for the Employment Policies of the Member States. It also identifies related priority areas for policy action. The Commission's proposal for the report is part of the European Semester Autumn pack-age; following exchanges between the Commission and its preparatory bodies the final text will be adopted by the Employment, Social Policy, Health and Consumer Affairs (EPSCO) Council. The 2022 edition of the JER has a stronger focus on the implementation of the European Pillar of Social Rights, in line with the Action Plan of March 2021 and the commitments of the EU Leaders in the 8 May Porto Declaration. Its implementation will strengthen the Union's drive towards a green, digital and fair transition and contribute to achieving upward social and economic convergence, addressing the demographic challenges. It will also contribute to the achievement of the Sustainable Development Goals. This report reinforces the monitoring of the Social Pillar, notably via thematic boxes covering key challenges in the three areas of equal opportunities and access to the labour market, fair working conditions and social protection and inclusion. The report also integrates the three new 2030 EU headline targets on employment, skills and poverty reduction of 1 The last update of the Employment Guidelines was adopted by the Council of the European Union in October 2021 (OJ L 379, 26.10.2021, p. 1-5). the Pillar Action Plan, which were welcomed by the EU leaders at the Porto Social Summit and by the June European Council. The EU committed to the following EU headline targets by 2030: at least 78% of the 20-64 population should be in employment; at least 60% of people aged 25-64 should participate in learning activities each year; and the number of people at risk of poverty or social exclusion should decrease by at least 15 million compared to 2019.

But how can we make sure that every person has a decent minimum income allowing for a life with dignity in societies rich enough to afford such a right? How can we ensure that minimum income support is cost-effective and compatible with other goals such as promoting work effort, self-reliance, and upward mobility? How can political support for such schemes be fostered and made robust? Zero Poverty Society assesses the current state of minimum income protection in the rich world, building on original empirical analysis. It also engages with debates on topics as diverse as optimal targeting and means-testing, administrative complexity, non-take-up, behavioural economics, the political economy of minimum income protection, and basic income. Marchal and Marx conclude that more adequate poverty prevention is possible, without the costs having to be prohibitive. However, they are sceptical about 'silver-bullet' solutions such as basic income. Adequate minimum income protection is not a matter of getting one scheme or policy right. It is a matter of getting multiple policy levers right, in the right configuration. Incremental, context-conscious expansion is the way forward if we really care about the most vulnerable.
