Since the end of the Cold War, and especially since the rise of Prime Minister Shinzo Abe, Japan's military capabilities have resurged. In this analysis of Japan's changing military policy, Andrew L. Oros shows how a gradual awakening to new security challenges has culminated in the multifaceted "security renaissance" of the past decade. Despite openness to new approaches, however, three historical legacies—contested memories of the Pacific War and Imperial Japan, postwar anti-militarist convictions, and an unequal relationship with the United States—play an outsized role. In Japan's Security Renaissance Oros argues that Japan's future security policies will continue to be shaped by these legacies, which Japanese leaders have struggled to address. He argues that claims of rising nationalism in Japan are overstated, but there has been a discernable shift favoring the conservative Abe and his Liberal Democratic Party. Over the past decade, Japan has been increasingly pressured to assume more financial and political burdens globally. The lack of a clear set of foreign policy objectives, however, has made it impossible for the bureaucracy to play its previous role as the arbiter of public interests. Today, there is increased recognition that in a more pluralistic society, nongovernmental public policy specialists are needed to provide a more integrated and longer-term vision of foreign policy goals. This book represents the first private and non- governmental indigenous effort to stimulate public debate of Japanese foreign policy. The Koizumi government of the early 2000s took bold steps to position Japan's military to play a global security role. In order to achieve a new level of security-policy "normality," Abe has invested enormous political capital and resources in reinterpreting the country's war-renouncing constitution. This has enabled Tokyo's armed forces to execute the right to collective self-defence as formulated in Chapter VII of the UN Charter. Furthermore, in 2015 the Abe-led government pushed a package of controversial national security laws through parliament, which enable the country's armed forces to better defend Japanese territory by military means, alone or with the US in the framework of the bilateral US-Japan security alliance. Such fundamental changes to Tokyo's security agenda are the basis for Japan to expand old and establish new partnerships with countries such Australia, India, the Philippines, Indonesia and Vietnam, in order to counter the potential threat posed by Chinese territorial expansionism in the South China Sea. Tokyo's bilateral security alliance with Washington might, under US President Donald Trump, be subject to changes in the months ahead. At the same time, the Japanese nationalism and historical revisionism propagated by Abe and his supporters will continue to hinder Japan's achieving sustainable reconciliation with South Korea and China. All of the above will likely mean that Tokyo's interest in the South Korean-sponsored Northeast Asia Peace and Cooperation Initiative (NAPCI) will remain very limited at best.

The book elucidates how risk, potential harm and harm are faced disproportionately by certain groups in society. This is demonstrated by providing an empirically rich analysis of the domestic implications of security relations with China, North Korea and the United States through the presence of US troops in Okinawa. Beginning with a theoretical discussion of risk, it goes on to demonstrate how the concept of risk adds value to the study of international relations in three senses. First, the concept helps to break down the boundaries between the international and domestic. Second, the focus on risk and the everyday directs us to ask basic questions about the costs and benefits of a security policy meant to secure the national population. Third, what implications do these two points have for governance? The question is one of governance as Japan’s externally oriented security policy produces domestic insecurity shared disproportionately, not equally, as this volume makes clear.
