Generally speaking, we very heartily approve and indorse Mr. McClatchy's brief. The problem with which it deals is one with which we are personally and intimately familiar; the danger has been brought directly home to us; the menace we think we understand. Our position is taken in no spirit of animosity, or hostility, or race prejudice. It has been made necessary for the protection and preservation of our own.
