Beginning with Japan's disappointment with the Versailles Peace Treaty in 1919, Nish examines the roots of Japanese discontent and feelings that ambitions in China were being unreasonably restrained. He explains British and American policies in the region as reactive, but concludes that their responses helped to determine which factions would dominate Japan's political arena. This non-partisan account is even-handed in apportioning responsibility for the events leading to the Second World War. While some Japanese politicians in the 1920s tried to follow the international path, there were others who tended to side with the army in establishing Japan's position, first in Manchuria and later in North and Central China in the 1930s. Conscious of the nation's unpopularity in the western world, Japan allied itself with Germany and Italy in the Anti-Comintern Pact of 1936 and the Tripartite Alliance of 1940. To pursue its own national objectives, Japan joined her allies in making war on the United States and the colonial empires of Britain, France, and the Netherlands. Its forces succeeded in overrunning many colonial territories; and, with a view to easing the problems of occupying them, Japan liberalized its harsh military policies, granting independence to Burma and the Philippines and welcoming Asian leaders to Tokyo for the Greater East Asian Conference of November 1943.

Book excerpt: Identity has become an explicit focus of International Relations theory in the past two to three decades, with one case attracting and puzzling many early identity scholars: Japan. These constructivist scholars typically ascribed Japan a ‘pacifist’ or ‘antimilitarist’ identity – an identity which they believed was constructed through the adherence to ‘peaceful norms’ and ‘antimilitarist culture’. Due to the alleged resilience of such adherences, little change in Japan’s identity and its international relations was predicted. However, in recent years, Japan’s foreign and security policies have begun to change, in spite of these seemingly stable norms and culture. This book seeks to address these changes through a pioneering engagement with recent developments in identity theory. In particular, most chapters theorize identity as a product of processes of differentiation. Through detailed case analysis, they argue that Japan’s identity is produced and reproduced, but also transformed, through the drawing of boundaries between ‘self’ and ‘other’. In particular, they stress the role of emotions and identity entrepreneurs as catalysts for identity change. With the current balance between resilience and change, contributors emphasize that more drastic foreign and security policy transformations might loom just beyond the horizon. This book was originally published as a special issue of The Pacific Review.

Thus, the newly installed Hatoyama Government made known its desire for normal diplomatic relations with both the Soviet Union and the (Communist) Republic of china--a goal that became a major Party slogan. The subsequent negotiations for a peace agreement with the Soviet Union precipitated intense domestic political controversy, n part because the issue represented the first major act of foreign policy to be proposed by the government since the restoration of national independence; as such, it attracted many politicians who were just then emerging or reemerging after the Allied purge of pre-war and wartime political leaders. The battle was waged with little concern for the central question of national policy; instead, the main attraction was political--party and factional--power. The two-year conflict, which continued until the conclusion of an agreement with the Soviet Union in 1956, determined many of the characteristic and permanent features that the Japanese political order has displayed since that time. Hence the interest that attaches to this study, which analyzes the political elements affecting the course of negotiations with Russia: public opinion, political parties, private pressure groups, and the formal institutions of government. Mr. Hellmann's perceptive appraisal of the action and interaction of these elements leads to conclusions that challenge many commonly held assumptions about the nature of the Japanese political system, particularly those assumptions concerning the influence of business groups. Since his perspective on the entire political process affecting the negotiations with the Soviet Union is sufficiently broad to permit him to draw parallels with comparable processess in Western nations, the book should interest student of comparative and international politics as well as those concerned with the widening role of Japan in East Asian politics.
