'governmentinspection assures that export items maintain quality stand ards and are sold at a fair price. The future of the textile industry, in Japan depends on many factors-some subject to control by the Japanese Govern ment, but many beyond its control. The future welfare of the cotton textile industry as well as the chemical fiber industry may depend, to a substantial degree, upon the aggressiveness, imagination, and ingenuity of the industries' leaders, as well as their realistic appraisal of the production and marketing problems confronting each industry. Japan will undoubtedly remain a large buyer of United States cotton. During this 5 weeks period Great Britain took bales of Indian cotton compared With and bales respectively in the Similar periods of last season and the season before. The Continent also took larger amounts of Indian than in either of the two previous season. Japan and China (the two countries are reported together) took only bales during the 5 weeks ended January 11 this year compared with and bales l and 2 years earlier. With the larger supplies of Indian and the favorable price of Indian relative to American, exports to Japan and China would no doubt have been above recent previous years except for the Japanese boycott on Indian cotton which has recently been discontinued. It is expected, therefore, that exports of Indian to Japan Will increase considerably during the coming weeks. Livestock and Meat Products Domestic hides and skins come onto the market in a wet-salted condi tion. The dealer cures tham.in his hide cellars. Although two saltings are standard, many hides receive a third salting. Domestic hides generally command a higher price than the imported ones. Progress in production and distribution of meat and livestock products has been offset by continued rapid population growth. Thus, although meat production increased 125 percent from the 193640 average to 1958, per capita consumption has remained very low. Only pounds of meat were consumed by the average Japanese during 1958. Almost 88 percent of Japan's tallow supply goes into soap manufacturing. About 1] percent is used by margarine manufacturers, 3 percent by lubricant and grease manufacturers, and 1+ percent by other industrial users. Only 1 percent is used for direct human consumption. No tallow is used in animal feeds in Japan at present. Soap consumption has risen rapidly in recent years. In 1958, about 730 million pounds of soap were produced, 3 percent above 1957, and 57 per cent above the prewar (193640) average. However, Japanese soap and detergent consumption remains very 10w-8 pounds per person in 1958-compared with 26 pounds for the United States. A rough estimate is that total foreign exports of upland cotton could rise considerably more than 1 million bales in 1971-72 above 1970-71. However, most or all of this increase could be absorbed without reducing u.s. Shipments below this season's expected level of at least million bales, provided that: (1) foreign Free World consumption continues a modest expansion; (2) foreign importers moderately increase low raw cotton stocks, and (3) an adequate supply of attractively priced u.s. Cotton of desired qualities is available. In recent years, c.i.f. Liverpool quotations for foreign growths of Strict Middling 1-1 16-inch cotton usually have held between 27 and 30 cents per pound. At these levels, producers in foreign countries have become increasingly sensitive to price changes. Almost without exception, changes in world prices one year have been followed the subsequent year by changes in the same direction in cotton acreage. Changes are most pronounced in countries that export a large part of production. It appears that under present conditions a world price of 30 cents per pound for SM 1 inches is likely to trigger a substantial rise in foreign acreage, while prices below 28 cents dampen foreign producer enthusiasm.
