Book excerpt: For more than 100 years, New York State labor laws have required that tradespeople assigned to public work projects be paid the prevailing wage for the trade in which they are engaged. Compliance, however, is not universal or complete. Some contractors perpetually disregard the laws, successfully bidding for these competitive contracts with the knowledge that their labor costs will be greatly reduced over their law abiding competitors. Many New York State and New York City organizations and authorities take these laws seriously; limited training and manpower hinders their abilities to vigorously enforce these laws. While several organizations in the upstate New York area enforce these laws because they are the law, they have called for their repeal stating the laws burden taxpayers in counties with small populations. This project explores the adoption of an electronic certified payroll reporting system throughout New York State and the centralization of prevailing wage oversight and supervision through the New York State Department of Labor and the Office of the New York City Comptroller. It proposes that all tradespeople on public work projects be provided with a universal identification to be used in conjunction with an electronic or biometric timekeeping device. Using biometric timekeeping technology as a fraud detection mechanism would identify contractors who perpetually violate the law, and provide a simple way to validate claims made by underpaid tradespeople. Ultimately, this project suggests centralizing the release of funds for payment on all public work projects, thereby removing this function from the agency undertaking the project. This would ensure that tradespeople are paid the overtime to which they were entitled and would prevent contractors from corrupting the contract bidding process.

Book Synopsis Work in America [2 volumes] by : Carl E. Van Horn
Download or read book Work in America [2 volumes] written by Carl E. Van Horn and published by Bloomsbury Publishing USA. This book was released on 2003-12-15 with total page 780 pages. Available in PDF, EPUB and Kindle. Book excerpt: The first comprehensive analysis of work and the workforce in the United States, from the Industrial Revolution to the era of globalization. This comprehensive two-volume reference book is the first to analyze the central role of work and the workforce in U.S. life from the Industrial Revolution through today's information economy. Drawing on a variety of disciplines—economics, public policy, law, human and civil rights, cultural studies, and organizational psychology—its 256 entries examine key events, concepts, institutions, and individuals in labor history. Entries also tackle tough contemporary questions that reflect the conflicts inherent in capitalism. What is the impact of work on families and communities? On minority and immigrant populations? How shall we respond to changing work roles and the growing influence of the transnational corporation? Work in America describes and evaluates attempts to address social and class issues—affirmative action, occupational health and safety, corporate management science, and trade unionism and organized labor—and offers the kind of comprehensive understanding needed to discover workable solutions.
