Correspondingly, we tend to focus our attention on conflict prevention or conflict resolution. But as Islands of Agreement demonstrates, peace and war are seldom polar totalities but increasingly can and do coexist within the confines of a single scenario. Consequently, Gabriella Blum suggests that even where conflict exists, we regard it as only one dimension of an ongoing, multifaceted interstate relationship. The result is a shift in perspective away from the constricting notions of "prevention" or "resolution" toward a more holistic approach of relationship management. This approach is especially pertinent because conflicts cannot always be prevented or resolved. Through case studies of long-enduring rivalries--India and Pakistan, Greece and Turkey, Israel and Lebanon--Blum shows how international law and politics can function in the battlefield and in everyday life, forming a hybrid international relationship. Through a strategy she calls "islands of agreement," Blum argues that within the most entrenched and bitter struggles, adversaries can carve out limited areas that remain safe or even prosperous amid a tide of war. These havens effectively reduce suffering and loss and allow mutually beneficial exchanges to take place, offering hope for broader accords.

Treaties in Force is arranged in two sections: Section 1 includes bilateral treaties and other international agreements listed by country or other international entity with subject headings under each entry. Arrangements with territorial possessions of a country appear at the end of the entry for that country. In some cases, treaties and international agreements applicable to a territory prior to its independence are included in the entry for that country on the basis of its assumption of treaty obligations upon becoming independent, as noted at the beginning of the entry for that country. For convenience, some treaties and agreements concluded with countries whose name or statehood status has changed continue to be listed under the name in use at the time the agreement was concluded, if the title of the treaty or agreement has not been formally amended. Section 2 lists multilateral treaties and other international agreements to which the United States is a party, arranged by subject. It does so by analyzing resumptive strategies in great detail. This study claims that resumptive pronouns and their antecedents are first merged as constituents, and are separated via movement (thus forming instances of discontinuous constituents). Resumptive chains are thus akin to the well-known stranding analysis of quantifier float. A taxonomy of islands is developed that crucially ties barriers for movement to agreement possibilities. The stranding of a resumptive pronoun is shown to limit the role of agreement for the moving element, thereby allowing a chain to be formed across an island.
