In Chaos, Violence, Dynasty, Eric McGlinchey presents a compelling comparative study of the divergent political courses taken by Kyrgyzstan, Uzbekistan, and Kazakhstan in the wake of Soviet rule. McGlinchey examines economics, religion, political legacies, foreign investment, and the ethnicity of these countries to evaluate the relative success of political structures in each nation. McGlinchey explains the impact of Soviet policy on the region, from Lenin to Gorbachev. Ruling from a distance, a minimally invasive system of patronage proved the most successful over time, but planted the seeds for current “neo-patrimonial” governments. The level of direct Soviet involvement during perestroika was the major determinant in the stability of ensuing governments. Soviet manipulations of the politics of Uzbekistan and Kazakhstan in the late 1980s solidified the role of elites, while in Kyrgyzstan the Soviets looked away as leadership crumbled during the ethnic riots of 1990. Today, Kyrgyzstan is the poorest and most politically unstable country in the region, thanks to a small, corrupt, and fractured political elite. In Uzbekistan, Islam Karimov maintains power through the brutal suppression of disaffected Muslims, who are nevertheless rising in numbers and influence. In Kazakhstan, a political machine fueled by oil wealth and patronage underlies the greatest economic equity in the region, and far less political violence. McGlinchey’s timely study calls for a more realistic and flexible view of the successful aspects of authoritarian systems in the region that will be needed if there is to be any potential benefit from foreign engagement with the nations of Central Asia, and similar political systems globally.

The acts of political violence by extremist groups and the omnipresent war on terror have added fresh uncertainties to an already complex global order. Just as terrorism and counter-terrorism are locked in a mutually re-enforcing symbiosis, the sense of insecurity felt by Muslims and non-Muslims alike is mutually dependent and has the potential to escalate. This general assessment holds true for Muslims living in the Muslim world and beyond. The pervasive sense of being under attack physically and culturally by the United States and its allies has contributed to a growing unease among Muslims and re-enforced deep-seated mistrust of the ‘West’. Public articulation of such misgivings has in turn, lent credence to Western observers who posit an inherent antipathy between the West and the Muslim world. The subsequent policies that have emerged in this context of fear and mutual distrust have contributed to the vicious cycle of insecurity. Since the mid-1970s, religious fundamentalist movements have been seeking to influence world order by participating in local political systems. For example, Islamic fundamentalism is at the heart of the Muslim Brotherhood in Egypt, the Christian fundamental right wing has seen a resurgence in Europe, and Jewish fundamentalism is behind the actions of Meir Kahane’s Kach movement and the settler movement. Book excerpt: Radical Arab nationalism emerged in the modern era as a response to European political and cultural domination, culminating in a series of military coups in the mid-20th century in Egypt, Algeria, Syria, Iraq, Yemen, and Libya. This movement heralded the dawn of modern, independent nations that would close the economic, social, scientific, and military gaps with the West while building a unity of Arab nations. But this dream failed. In fact, radical Arab nationalism became a barrier to civil peace and national cohesion, most tragically demonstrated in the case of Syria, for two reasons: 1) national armies militarized nationalism and its political objectives; 2) these nations did not keep pace with the intellectual and political and cultural and social progress of European nations that offered, for example, freedom of speech and thought. It was the failure of radical Arab nationalism, Addi contends, that made the more recent political Islam so popular. But if radical nationalism militarized politics, the Islamists politicized religion. Today, the prevailing medieval interpretation of Islam, defended by the Islamists, prevents these nations from making progress and achieving the kind of social justice that radical Arab nationalism once promised. Will political Islam fail, too? Can nations ruled by political Islam accommodate modernity? Their success or failure, Addi writes, depends upon this question.
