Book Synopsis Bureaucracy and Development by : Diana Suhardiman
Download or read book Bureaucracy and Development written by Diana Suhardiman and published by Institute of Southeast Asian Studies. This book was released on 2014-12-26 with total page 294 pages. Available in PDF, EPUB and Kindle. Book excerpt: The fall of the New Order government in 1998 and the political reform that followed posed substantial challenges for Indonesia's bureaucracy to continue fulfilling its mandate. This book analyses the process of bureaucratic reform in the irrigation sector. Using Irrigation Management Transfer policy as the entry point for analysis, it documents and analyses the irrigation bureaucracy’s ability to sustain its power and prominence in the sector’s development, amidst and against national and international pressures for reform. The book argues that bureaucratic reform in the irrigation sector, rather than attempting to change the bureaucracy's functioning in the image of national and global (good) governance perspectives and priorities, should instead focus on linking the irrigation bureaucracy's everyday practice more effectively with farmers’ needs and aspirations. Reform efforts of the past decades show that Indonesia’s irrigation sector development cannot be redirected without the irrigation bureaucracy’s knowledge, experience and cooperation, and without strengthening its downward accountability to farmer-irrigators.

Book excerpt: In February 2013, a delegation of Dutch technicians working in Indonesia handed over the book “For Profit and Prosperity”, dealing with the Dutch contribution to public works in Indonesia during the period 1800–2000, to dr. ir. Suyono Sosrodarsono, who was Director General of Water Management (1966-1982) and Minister of Public Works (1983-1988) in Indonesia. In his expression of thanks, dr. ir. Suyono Sosrodarsono noticed that important information was missing in the book, especially in the field of irrigation in modern Indonesia. He suggested that Dutch participants of the irrigation projects in Indonesia since 1965 should provide the missing information by putting their memories on paper. This suggestion was adopted and has resulted in the present anthology, focusing on the rehabilitation and creation of a few irrigation projects with Dutch assistance during the period 1965-2014. Apart from purely technical information, legal frameworks, policies and programs are treated, as well as systems regarding water management, settlement, training and education. Special attention is given to the problematic nature of the West Tarum Canal and to Indonesia’s unique tidal and non-tidal swamp development. The anthology derives its authenticity from the fact that the authors of the various chapters actually participated “in the field”.

Book Synopsis Governance and Management for Sustainable Water Systems by : Neil S. Grigg
Download or read book Governance and Management for Sustainable Water Systems written by Neil S. Grigg and published by IWA Publishing. This book was released on 2010-12-06 with total page 213 pages. Available in PDF, EPUB and Kindle. Book excerpt: Increasing global pressure on water resources requires many actions from governments and individuals to achieve sustainable levels of water use. These involve management tasks such as project development and utility operation, but the degree of interdependence among the many participants in water management is so great that additional regulatory and coordination mechanisms are needed to control water development and uses. This book is designed to be the introductory work in the new Governance and Management for Sustainable Water Systems Series. It introduces the subject of governance of water systems and illuminates relatively unexplored topics of water resources management. The material is practical but advanced in the sense that theories of industry organization, governance, and institutional analysis are applied in new ways. New case study applications are provided in the book and help the reader to understand how their disciplines apply to water management. The case studies are drawn from each sector and region in the world, including cases from the U.S.A., Europe, the Middle East, South America and a global case to cover water system privatization. Increasingly a range of professionals and policy makers as well as environmentalists and the economists themselves are turning to it to show how to arrive at decisions on these complicated and vital issues. Sections of it cover the theoretical issues, the different ways of valuing the environment, economic instruments of environmental policy, environment and development and global environmental problems. An extensive introduction by the editors maps out the area and the development of the arguments within it. Anil markandya is one of the authors of Blueprint for a Green Economy and Blueprint 2: Greening the Global Economy.
