Book excerpt: Underwater examinations and measurements of large quantities of irradiated fuel elements are performed at Hanford by the Fuel and Target Irradiation Technology Subsection of Douglas United Nuclear, Inc. In addition to special studies routine data are collected that include measurements of weight, length, inside and outside diameters, corrosion profiles and ultrasonic scanning. Over 7000 of these examinations and measurements are performed each month in support of programs to improve reactor operating parameters and fuel designs. A facility consisting of four underwater basins has been used to examine fuel elements from the older Hanford reactors since 1956; a separate facility was installed with the new N Reactor and is used for examinations and measurements of N fuels only. The large quantity of data from these facilities is occasionally supplemented by hot cell studies. This report emphasizes two measuring techniques that approach a "zero wear" concept with respect to reliability in hostile environments. They are applicable to postirradiation measurements of test capsules. (auth).

This technique provides sufficient qualitative information to be useful as a confirmatory technique to International Atomic Energy Agency inspectors. Measurements have been made on the Cerenkov glow light intensity from irradiated fuel that show the intensity of this light to be proportional to the cooling time. Fieldable instruments used in several tests confirm that such measurements can be made easily and rapidly, without fuel assembly movement or the introduction of apparatus into the storage ponds. The Cerenkov technique and instrumentation have been shown to be of potential use to operators of reactor spent fuel facilities and away from reactor storage facilities, and to the International Atomic Energy Agency inspectors who provide surveillance of the irradiated fuel stored in these facilities.

Such materials can experience significant dimensional and physical changes during irradiation. Currently in the US, such changes are measured by repeatedly irradiating a specimen for a specified period of time and then removing it from the reactor for evaluation. The time and labor to remove, examine, and return irradiated samples for each measurement makes this approach very expensive. In addition, such techniques provide limited data and handling may disturb the phenomena of interest. In-pile detection of changes in geometry is sorely needed to understand real-time behavior during irradiation testing of fuels and materials in high flux US Material and Test Reactors (MTRs). This paper presents development results of an advanced Linear Variable Differential Transformer-based test rig capable of detecting real-time changes in diameter of fuel rods or material samples during irradiation in US MTRs. This test rig is being developed at the Idaho National Laboratory and will provide experimenters with a unique capability to measure diameter changes associated with fuel and cladding swelling, pellet-clad interaction, and crud buildup.

Book excerpt: Two methods for measuring failure fraction on irradiated coated-particle fuels have been developed, one in the United States (the IMGA system - Irradiated-Microsphere Gamma Analyzer) and one in the Federal Republic of Germany (FRG) (the PIAA procedure - Postirradiation Annealing and Beta Autoradiography). A comparison of the two methods on two standardized sets of irradiated particles was undertaken to evaluate the accuracy, operational procedures, and expense of each method in obtaining statistically significant results. From the comparison, the postirradiation examination method employing the IMGA system was found to be superior to the PIAA procedure for measuring statistically significant failure fractions. Both methods require that the irradiated fuel be in the form of loose particles, each requires extensive remote hot-cell facilities, and each is capable of physically separating failed particles from unfailed particles. Important differences noted in the comparison are described.

Book excerpt: An examination was made of a prototype Elk River Reactor fuel element irradiated in the EBWR to a maximum burn-up of 1000 Mwd(t). The assembly, which consisted of an array of type 304 stainless-steel tubes fueled with pellets of 97 wt.% ThO2-3 wt.% UO2, showed insignificant dimensional changes. Irregular vertical packing of the fuel pellets gave a "banded" appearance to the fuel rods because of preferential oxide deposition. The brazing material used in the center strap of the assembly showed noticeable corrosion effects. The fuel pellets showed no themal effects and exhibited little cracking. The dimensional stability was excellent. The fuel exhibited good gas-retention characteristics.

Forty stainless steel clad fuel specimens were fabricated, encapsulated, and irradiated in the General Electric Test Reactor to burnups ranging from 5000 to 99,000 MWD/T, and at heat fluxes ranging from 0.5 x 106 to 1.6 x 106 Btu/ hr-ft2. The cladding surface temperature ranged from 700 to 1200 deg F with most specimens in the 1000 to 1200 deg F range. All specimens were irradiated without rapture despite the high performance conditions imposed. Following irradiation, the fuel specimens were examined in the Radioactive Materials Laboratory. The post-irradiation examination consisted of dimensional measurements, gamma scans, determination of fission gas release, visual examination of the fuel, measurement of central voids, and metallographic examination of selected samples. Specimen and capsule fabrication is discussed, and the results of the postirradiation examination are presented and discussed.
