I had most in mind, at that time, the direct upbuilding of which you and Captain Cuffe had given such models in Kilkenny - the woollen mills and the woodworks and tobacco culture. When I came back to the United States, as I wrote you, I was thinking almost altogether of the needless disorganizations of Irish life, and I believed there were corresponding organizations of American life which could be adapted to Ireland. An American might not easily imagine the salient educative facts that would strike an Irishman, but I was convinced that we could apply to ourselves much that had been quietly developing in the ways of equipping and directing and cultivating American citizenship. In spite of Ulster and Sir Edward Carson, national and imperial issues were scarcely in my mind at all, until August, 1914. Since August, 1914, we have seen Ireland grow more and more uneasy in the powerful currents that are sweeping through the world. VIII THE NATIONAL LEGACY WHY NATIONALISM? It is not because one is infatuated with the Irish people that their nationalistic struggle is seen primarily as a human cause. The disabilities of Catholic Irishmen are important not because they are Irish or because they are Catholic but because they have disabilities. It is this that gives democratic sanction to the emphasis on their nationhood. There is another emphasis on nationhood, the cultural, which intrudes patent difficulties into the sphere of the state. This is so much the case that disabilities take the attention of many nationalists only because their culture and their peculiarity are affected. With such partisans there is frequently no middle way. Their differentiation becomes as sacred, exclusive and imperious as it dares. Such arrogance, however, inheres in all differentiation. It is often necessary to penalize it, and a pleasure to do so, but you cannot get rid of it by crushing it, only by directing it. Most of statecraft, indeed, unless it be leviathan or stone-age statecraft, consists in harnessing these barbarous and obnoxious varieties of the will to power. When you think of nationalism merely as group particularism it seems wholly unworthy of political science; and political scientists as a rule shy away from sanctioning nationalism. In some respects, I am afraid, the modern political scientist is not unlike the political economist of fifty years ago. He much prefers to deal with issues uncontaminated by human nature. The war has changed many things and the war may have changed this, but throughout discussions of government and the state one is still constantly aware of intense unwillingness to see good systematic thinking deranged by unmalleable conglomerates of fact. By instinct and principle the Party has ever been on the side of Self Govern ment, and the organized resistance to that demand has at length presented all the guilty parties with an Irish problem infinitely more difficult to settle than was the problem prior to the great war.. The present situation in Ireland is not the product of Labour policy, but no solution is likely to be found unless it travels upon the lines of that policy. The parts of the question which are rooted in history and in the spirit of Irish patriotism are not subordinated by the Labour Party when it emphasizes the labour and industrial aspects which are now a dominating part of the Irish trouble. The Party movement in Ireland travelled for a long time upon the lines of religious division and inherited political opinion. These movements are enormously modified by the social and economic factors which have entered into the problem. To the other Parties in Ireland, the Labour Party has now been added, and whatever form Irish Government may eventually assume, Labour aspirations and doctrines are sure to find defence by a strong Irish Labour Party. Irishmen, either in Ireland or elsewhere, can turn with the greatest profit to that part of the Report which deals with the military question. Unionists who have feared the separation of Ireland from the British Empire are driven now to understand how intense is the hostility of Irishmen to the separation of any one part of Ireland from the other parts, and those who wish to maintain Empire unity cannot now set aside the unquenchable desire for both the unity of Ireland and the government of its affairs by the Irish people. It is not a newly fledged body like the United Irish League, but - so far as age goes - a venerable institution which, under various aliases, has existed for three centuries and a half. Until a brief article on its history appeared in the December, 1906, issue of Grievances from Ireland, it was practically unknown, except as a name, in the United Kingdom; while in Ireland it was generally looked on as a harmless Benefit Society, affording sick relief and burial fees to its members. To the world in general it appeared in the lovely garb of an angel of light and comfort, adopting for its motto, "Friendship, Unity, and True Christian Charity" But this is not the real character of the Ancient Order of Hibernians; it is only an assumed one. As the following pages amply prove, it was formed for the purpose of driving the English Government out of Ireland, and that is as much its object to-day as ever it has been in the past. Book excerpt: The emergence of an Irish 'common reader' in the nineteenth century had significant implications for the evolution of Irish cultural nationalism. The rise of literacy rates prompted a cultural crisis, with nationalists fearing that the beneficiaries of mass education were being drawn to populist publications emanating from London which were having the effect of eroding Irish identity and corrupting Irish morals. This fear prompted an intensification of cultural nationalist activity at the turn of the century. Andrew Murphy's study, which includes a chapter on W. B. Yeats and the Irish reader, moves freely between historical and literary analysis, and demonstrates how a developing sense of cultural crisis served as an engine for the Irish literary revival. Examining responses to Irish reading habits advanced by a wide range of cultural commentators, Murphy provides a nuanced discussion of theories of nationalism and examines attempts finally to control reading habits through the introduction of censorship.
