The State Russian University of I. Kant, Semenov Institute of chemical physics of the Russian Academy of Sciences, Pushkov Institute of terrestrial magnetism and radio-waves propagation of the Russian Academy of Sciences, and Russian Committee on Ball Lightning (BL) have acted as organizers of the conference. Financial support was made by Russian Fund of Fundamental Research Project N. 08-03-06041 and European Of?ce of Aerospace Research and Development Grant award FA8655-08-1-5052. The International conference “Atmosphere, Ionosphere, Safety” (AIS-2008) was devoted to (i) the analysis of the atmosphere–ionosphere response on natural and man-made processes, the reasons of occurrence of the various accompanying geophysical phenomena, and an estimation of possible consequences of their in?uence on the person and technological systems; (ii) the study of the monitoring possibility and search of the ways for the risk level decrease. Discussion of the physical and chemical processes accompanying the observable geophysical p- nomena was undertaken. One can see from a list of the Conference sections that questions of safety took only rather modest place, so main topics of the Conference became discussion of processes taking place in the atmosphere, ionosphere and methods of monitoring these processes.

Naturally, during the time which has elapsed since the preparation of the Russian edition new studies have been published in the world literature on the problems dealt with in this book. The most important of these are noted in the ap pendix to this edition, but some problems (for example, with respect to the physics of negative ions in the lower ionosphere) require a radical reexamination, which cannot be done in a brief appendix. I will be pleased if publication of the book in English will as sist in removing some of the currently existing ambiguities in basic problems of upper atmosphere chemistry. A. D. Book excerpt: Sudden Ionospheric Disturbances resulting from an interaction of the Solar Flare radiation with the constituents of the upper atmosphere constitute one of the three major aspects of ground level monitoring of solar flares -the other two being optical observations of flares, and the observations of solar bursts in radio wavelengths. SIDs, therefore, form a major part of flare monitoring programme in many observatories. Unlike the other two, however, the ionospheric effects of flares provide one major additional source of interest - the reaction of the ionospheric plasma to an impulsive ionization. The high atmosphere provides a low pressure laboratory without walls in which a host of reactions occur between electrons, ions and neutral particles. The resulting products and their distributions may bear no resemblance to those of the primary neutral constituents or their direct ionization products. The variations with the time of the day, with season and with solar activity that form the bulk of the ionospheric measurements are too slow to allow any insight into the nature of these ionospheric reactions whose lifetimes are often very short. The relaxation time of the ionospheric ionization is only a few minutes or fraction of a minute in the lower ionosphere and in the E-region and is about 30 min to an hour at 300 km. The flares provide a sudden short impulse comparable to these time scales.
