Available in PDF, EPUB and Kindle. Book excerpt: Economic and social progress requires a diverse ecosystem of firms that play complementary roles. Making It Big: Why Developing Countries Need More Large Firms constitutes one of the most up-to-date assessments of how large firms are created in low- and middle-income countries and their role in development. It argues that large firms advance a range of development objectives in ways that other firms do not: large firms are more likely to innovate, export, and offer training and are more likely to adopt international standards of quality, among other contributions. Their particularities are closely associated with productivity advantages and translate into improved outcomes not only for their owners but also for their workers and for smaller enterprises in their value chains. The challenge for economic development, however, is that production does not reach economic scale in low- and middle-income countries. Why are large firms scarcer in developing countries? Drawing on a rare set of data from public and private sources, as well as proprietary data from the International Finance Corporation and case studies, this book shows that large firms are often born large—or with the attributes of largeness. In other words, what is distinct about them is often in place from day one of their operations. To fill the “missing top†? of the firm-size distribution with additional large firms, governments should support the creation of such firms by opening markets to greater competition. In low-income countries, this objective can be achieved through simple policy reorientation, such as breaking oligopolies, removing unnecessary restrictions to international trade and investment, and establishing strong rules to prevent the abuse of market power. Governments should also strive to ensure that private actors have the skills, technology, intelligence, infrastructure, and finance they need to create large ventures. Additionally, they should actively work to spread the benefits from production at scale across the largest possible number of market participants. This book seeks to bring frontier thinking and evidence on the role and origins of large firms to a wide range of readers, including academics, development practitioners and policy makers.

Available in PDF, EPUB and Kindle. Book excerpt: This book addresses whether and how multilateral economic regimes can successfully transition from international institutions—cooperation among states—to global governance—cooperation among states and nonstate actors. The unprecedented era of peace and prosperity since World War II has been underpinned by multilateral economic regimes, yet in recent years the rise of nonstate actors has intensified international conflicts regarding fundamental questions of how to govern. This book asks whether and how multilateral regimes will be able to adapt. Based on an analysis of multilateral regimes for trade, investment, and poor-country debt, the author concludes that all multilateral regimes—including those in the security, human rights, and environmental areas—face an increasingly existential challenge of reconciling the diverse ‘polity preferences’ of an ever-growing constituency of state and nonstate actors. This book’s key contribution is a single model of state and nonstate actor preference formation, which offers the reader a new way to understand the dynamics of twenty-first century global governance. States, Nonstate Actors, and Global Governance will be of interest to students and scholars of international relations, economics, international institutions, global governance and international political economy.

Book excerpt: Having just emerged from a prolonged civil war and faced with the urgent tasks of establishing political stability and reinvigorating an economy in tatters, the Transitional Government of Ethiopia (1991-1995) had to set a new direction for the economic reconstruction and social rehabilitation of the warn-torn and poverty-ridden country. During the Transitional Period a spate of new policies and strategies defining the development priorities, goals and implementation instruments of the new regime led by the EPRDF was introduced. This work is a synthesis of various sectoral policies and an attempt to trace the genesis of the policies, highlight the continuities, significant departures and other salient features. Each of the reviews in this digest briefly analyses the critical elements of the policies, identifies major gaps in the conceptualisation of the policy as well as the achievements registered and the challenges encountered in its implementation. The authors also try to identify the outstanding issues to be addressed by policymakers and suggest remedies. The policy reviews have been grouped into three parts and presented under social, economic and governance sectors.

Book excerpt: This paper provides new evidence of the macroeconomic effects of public investment in advanced economies. Using public investment forecast errors to identify the causal effect of government investment in a sample of 17 OECD economies since 1985 and model simulations, the paper finds that increased public investment raises output, both in the short term and in the long term, crowds in private investment, and reduces unemployment. Several factors shape the macroeconomic effects of public investment. When there is economic slack and monetary accommodation, demand effects are stronger, and the public-debt-to-GDP ratio may actually decline. Public investment is also more effective in boosting output in countries with higher public investment efficiency and when it is financed by issuing debt.

Book excerpt: The Asia-Pacific region has emerged as a dominant player in trade and will continue to be an influential pole of world trade and economics, with the center of gravity shifting to this region. This book presents analytical insights into the various regional and bilateral trade agreements (RTAs) and their beneficial effects on bilateral trade and development. It provides an incisive analysis and a roundup of all major RTAs and also presents an overview of all major agreements between the countries involved, which might propel their trade flows and influence future economic engagements. The book in a novel way also discusses possible obstacles that are encountered during the implementation of RTAs and circumvention routes, once those taken into account could ensure the successful execution of the agreements. The book dwells on the issue of regionalism and multilateralism with reference to General Agreements on Trade and Tariffs and World Trade Organisation, which have revolutionized the trade dynamics by opening up new areas of trade-rules and formulating specific policy guidelines for the member countries to adhere to during trade negotiations. The book also provides new insights into some of the issues of negotiations such as sensitive lists, trade and investment cooperation, including trade in services, rules of origin, non-tariff barriers, anti-dumping etc. The book also focuses on policy instruments that could convert trade gains to development gains. The existing economic cooperation arrangements in the region as well as those that are at various stages of study and negotiations, empirical insights and policy suggestions are elucidated in detail.
