Book excerpt: In 2011, business sector investment per worker in information and communications technology (ICT) in Canada was only 57.8 per cent of the U.S. level, indicating an ICT investment per worker gap of 42.2 percentage points. Numerous explanations have been advanced to explain this gap, one of which is that the ICT investment data from Statistics Canada and the Bureau of Economic Analysis are not strictly comparable. The primary focus of this report is to analyze that hypothesis. We compare the methodology used to measure ICT investment in Canada and the United States and find that issues related to measurement account for approximately 4 percentage points (10 per cent) of the gap. Although software investment has been responsible for 90 per cent of the gap in recent years, seven out of 17 industries in Canada actually had greater investment per worker levels than the United States in both total ICT and software. A small number of ICT-intensive industries has been responsible for a substantial part of the gap. In particular, information and cultural industries accounted for 39.1 per cent of the total gap. This supports the conclusion that the Canada-U.S. ICT investment per worker gap is largely the result of industry-specific factors which affect software investment.

This report attempts to assess the economic impact of the Canadian ICT sector using the Statistics Canada Symmetric Input-Output tables. Given the lack of provincial data available, an evaluation of the economic impact of the New Brunswick ICT sector is carried out using the Statistics Canada Interprovincial Input-Output Simulations Model. This report concludes that the economic impact of both the Canadian and New Brunswick ICT sectors are significant. Thus further strategic investment in this sector would benefit both the New Brunswick and the national economy.

Many studies have shown that lower ICT investment per worker in Canada compared to the United States is responsible for weaker productivity growth in Canada. In the past, attention has been focused on the aggregate gap, but 49.8 per cent of lower business sector IT investment in Canada relative to the United States in 2013 was explained by two industries: information and cultural industries and professional, scientific and technical services, which accounted for only 13.0 per cent of employment (IT investment is composed of computers and software investment, while ICT investment is composed of computers, communications, and software investment). Book excerpt: Growth in labour productivity determines growth in wages (and therefore living standards) in the long-run. Growth in information and communications technology (ICT) investment hastens the pace of labour productivity growth and, consequently, it affects the development of wages and living standards. This report, which is based on the updating of the Centre for the Study of Living Standards (CSLS) ICT database for 2011, investigates the Canada-U.S. ICT gap for the business sector over the between 1987 and 2011, with special attention paid to the 2000-2011 period. We found that the Canada-U.S. ICT gap narrowed in 2011 across all its measures including ICT investment per worker, ICT capital stock per worker, ICT investment as a share of nominal business sector GDP, and ICT investment as a share of total fixed, non-residential business sector investment. Most significantly, the ICT investment per worker gap was 42.2 per cent in 2011, down 3.1 percentage points lower from 46.5 per cent in 2010. Canada's relative success was the result of stronger nominal ICT investment in 2011 compared to the United States, and an appreciation of our purchasing power parity (PPP) in machinery and equipment (M&E).

Book excerpt: Research on the effect of ICT on productivity in OECD countries is already extensive, but the spillover and time-varying effects of ICT investment across economic activities have been only minimally explored. This paper investigates the impacts of ICT and its spillovers on productivity in Canada, focusing on heterogeneity across provinces and industries over time. The panel data estimation model includes 10 provinces with diverse economic activities for the period 1990-2008, and the two-digit level industries for the period 1981-2008. The findings show that ICT has a positive impact on labour productivity, but the effects vary significantly across provinces, industries, and time. Specifically, while provinces with higher shares of manufacturing and services in their GDP have reaped the benefits of ICT investment, other provinces primarily dependent on natural resources and agriculture are lagging behind. The industry level analysis also reveals that manufacturing and services industries have benefited from ICT investment much more than primary sector industries. The results further indicate that ICT investment in the United States, a major trading partner, has spilled over to some Canadian provinces and industries and that the overall ICT effects are stabilized in those ICT-intensive provinces and industries.
