Book excerpt: In the current dissertation, the relationship between police officer selection procedures and officer performance during the first year of employment was investigated within a metropolitan law enforcement agency. Ninety-two officers were followed during their first year of employment including the hiring process, academy and field training, and yearly evaluations. Data on education, aptitude, physical agility, personality, academy performance, supervisor ratings, and terminations were collected. The results reveal that the psychologists' recommendations predict whether or not an individual will leave the department before the completion of their first year as an officer. In addition, the aptitude test administered by the municipal human resources department accounted for the most variance in academy scores. Weak predictions were demonstrated for field training ratings and yearly evaluations.

Book excerpt: This document presents the executive summaries of the three volumes comprising a study of the police recruitment and selection system in Massachusetts. The study was conducted at the request of the Division of Civil Service and the Civil Service Commission of the Commonwealth of Massachusetts. The findings have implications not only for Massachusetts but also for other States' systems and for civil service recruitment and selection procedures in general. An analysis of the patrol officer's job was based on a literature review, interviews with police personnel, and data collected on a task analysis questionnaire. Patrol officers' functions were divided into the categories of order maintenance, law enforcement, and public service. Using a description of the model police officer, positive selection criteria for entry level positions were developed and compared with existing criteria. The police entrance examination received special attention. Among recommendations for selection criteria were that age requirements be open and flexible, weight and height requirements be proportional rather than absolute, good character be determined on the basis of positive evidence, and that high school graduation or an equivalency certificate be the only acceptable educational requirement. Reordering of selection procedures and a revision of several forms and applications were also recommended to produce an orderly and simplified selection system. The report concluded that the recruitment system is inadequate and that active recruitment should be a localized activity meeting definite personnel needs. Recruitment campaigns should identify the target population to determine motivating factors, consider the communication channels to deliver the message most effectively, and use such communication methods as recruitment teams and posters. Footnotes are included.

The tradi tional roles of the police had been those of law enforcement and the maintenance of public order. As a consequence police officers were typically large-bodied males, selected for their physical abilities and trained to accept orders and enforce the law. Over the past two decades, however, the industrialized nations have placed a variety of new demands on police officers. To traditional law enforcement and public order tasks have been added social work, mental health duties, and cORllluni ty relations work. For example, domestic disputes, violence between husbands and wives, lovers, relatives, etc. , have increased in frequency and severity (or at least there has been a dramatic increase in reporting the occurence of domestic violence). Our societies have no formal system to deal with domestic disputes and the responsibility to do so, in most countries, has fallen to the police. In fact, in some areas as many as 607. of calls for service to the police are related to domestic disputes (see the chapter in this text by Dutton). As a result the police officer has had to become a skilled social worker, able to intervene with sensi ti vi ty in domestic situations. Alternatively, in the case of West Germany, the officer has had to learn to work co-operatively with social workers (see the chapter by Steinhilper).

Book excerpt: This is a study indicating that minority-group members are less likely than whites to pass the written examination and are ranked lower than whites on the eligible list. The attorneys for both sides in a lawsuit retained the New York City-Rand Institute to conduct an independent, impartial analysis of the civil service examination scores of white and minority-group applicants for the position of patrolman in the New York City Police Department and the effect of the written examination, as compared to other parts of the appointment process, on the number of men appointed from each ethnic group. The plaintiffs in this case, the guardians association and the Hispanic society, have alleged that the written entry -level civil service examination and other parts of the appointment process discriminate unlawfully against blacks, and Hispanics. The defendants are the New York City Civil Service Commission, the Department of Personnel, and the Police Department. To conduct the study, the institute collected data about the subjects from several sources. Statistical tests showed that the scores of blacks were not significantly different from those for Hispanics, while the differences in scores between whites and minority-group members were highly significant. Statistically, there was less than one chance in a billion that the observed differences among the exam score distributions for whites, blacks, and Hispanics could have occurred if grades had been randomly distributed among the examinees, independent of their race. The analysis therefore confirmed the plaintiffs' allegations that minority-group members are less likely than whites to pass the written examination and are ranked lower than whites on the eligible list
