Book excerpt: This monograph describes contrasting classroom methods and experiences teaching reading in Malawi (where reading is taught through the medium of a local language) and in Zambia (where the medium used is English). In describing research carried out in Malawi and Zambia, the monograph specifically discusses the importance of the research for those policy makers in other countries who are considering comparable or related language issues. The monograph reports on reading tests carried out at years 3, 4, 5, and 6 in both English and the respective local languages (Chichewa in Malawi, Nyanja in Zambia) in rural and urban schools. In addition, a sample of pupils of differing English reading proficiencies were interviewed and participated in individual reading investigations. Findings confirm misgivings expressed in the 1992 Zambian Ministry report "Focus on Learning" that for the majority of pupils in primary schools, levels of reading in English are inadequate for learning to take place. The monograph closes with some suggestions as to how improvement might be brought about, while noting that the effect of the suggestions will necessarily be limited by factors outside the classroom, and in particular by the economic conditions of the teachers and of pupils' families. Includes 56 tables of data; contains 25 references. Appended are information on reading approaches, transcripts and texts of two lessons, test samples in the three languages, and graphs of test scores. (NKA)

Book excerpt: This qualitative research project, informed by ethnographic and qualitative research methodologies, focuses on how limited bilingual students and their teachers negotiate various classroom literacy activities. Through close analysis of a small group of students and teachers at one rural elementary school in Kentucky, this study examines how students and teachers negotiate, assimilate and resist various literacy activities. Further, this study looks for unspoken or unarticulated gaps between teacher intent and student desires concerning classroom literacy and language practices. This dissertation presents the data collected during a six month study where I interviewed teachers and students, as well as observed classroom instruction, school events, and collected samples of students work. Based on my findings, I suggest that students should play a greater role in determining classroom literacy events. Further, I suggest that there should be greater collaboration between ESL tutors and regular classroom teachers. I argue that in the realm of multicultural education, greater attention must be paid to the diverse literacy practices of bilingual students so that current literacy hierarchies that privilege only English can be restructured in a more equitable and realistic fashion. I argue that although linguistic and cultural barriers create challenges for teachers and students in the 21st century, the institution of education often helps widen the gap between teachers and students. Institutional goals such as language assimilation and high stakes testing often combine to create classroom atmospheres where the literacies students bring to class with them are never fully examined, promoted, or utilized. Based on my findings, I suggest that students' native language and desires concerning literacy practices should play a more prominent role in classroom instruction. I argue that anyone involved in language or literacy instruction can sponsor brands of literacy that are more inclusive and equitable. Further, I suggest that it is counter-productive to promote monolingual educational endeavors in an age of globalization.

When two or more languages are part of a child's world, we are presented with a rich opportunity to learn something about language in general and about how the mind works. In this book, Norbert Francis examines the development of bilingual proficiency and the different kinds of competence that come together in making up its component parts. In particular, he explores problems of language ability when children use two languages for tasks related to schooling, especially in learning how to read and write. He considers both broader research issues and findings from an ongoing investigation of child bilingualism in an indigenous language–speaking community in Mexico. This special sociolinguistic context allows for a unique perspective on some of the central themes of bilingualism research today, including the distinction between competence and proficiency, modularity, and the Poverty of Stimulus problem. Francis proposes that competence (knowledge) should be considered as an integral component of proficiency (ability) rather than something separate and apart, arguing that this approach allows for a more inclusive assessment of research findings from diverse fields of study. The bilingual indigenous language project illustrates how the concepts of modularity and the competence-proficiency distinction in particular might be applied to problems of language learning and literacy. Few investigations of indigenous language and culture approach bilingual research problems from a cognitive science perspective. By suggesting connections to broader cognitive and linguistic issues, Francis points the way to further research along these lines.
