An extensive literature review was performed to investigate the needs and barriers of youth in foster care as they relate to education and how to best address them. Shaped through the literature review, a program was designed in which goals and objectives were set that would help youth in foster care increase their chances of reaching academic success. The goals included to increase high school graduation rates, to promote and facilitate post-secondary education access, and to provide educational advocacy on behalf of the youth in foster care through an Educational Liaison. The Ralph M. Parson's foundation was chosen as a funder because the foundation's mission and goals closely matched those of the project. The actual funding and/or submission of this grant were not requirements for successful completion of this academic project.

Book excerpt: Each year tens of thousands of teenagers are released from the foster care system in the United States without high school degrees, homes, or strong family relationships. Two to four years after discharge, half of these young people still do not have either a high school diploma or equivalency degree, and fewer than ten percent enter college. Nearly a third end up on public assistance within fifteen months, and eventually more than a third will be arrested or convicted of a crime. In this richly detailed and often surprising exploration of the foster care system, Betsy Krebs and Paul Pitcoff argue that the existing foster care system sets teens up to fail by inadequately preparing them for adult life. They contend that the primary goal of foster care for teenagers should be preparation for a fully productive adult life, and that current policies and practice are misguided. The authors draw on their fifteen years of experience working with teens and the foster care system to introduce new ways to empower teens to be responsible for themselves and to identify and develop their potential. This brief cites three key policy areas to focus improvements that lead to better educational outcomes for foster children and youth: (1) School Readiness; (2) School Success; and (3) Data Sharing. Book excerpt: Despite increased Federal, state, and local efforts in the United States to improve outcomes among young adults who emancipate from foster care, low educational achievement and attainment continue to characterize this vulnerable subpopulation. Approximately 50% of foster children do not obtain a high school diploma or a general equivalency diploma (GED). Only about 20% of former foster children enroll in college, compared to 60% of youth not in foster care. The purpose of this study was to explore, describe and explain the perceptions of college students who had lived in foster care regarding the external and internal influences that impacted their academic achievement and attainment. Interviews with a purposefully selected sample of 24 Florida college students were conducted; transcripts were coded and analyzed thematically. Findings included that participants experienced a particular set of external and internal influences at school, in foster care settings, and in the community. External influences include interactions with (a) multiple non-relative guardians and case workers, (b) relatives, especially siblings, (c) mentors, (d) teachers and school administrators, and (e) school counselors. Internal influences include the barriers of anger and bad behavior and a newly identified set of internal characteristics, called success strengths by the researcher, that promote academic achievement and college attainment. Implications are as follows: (a) Future theory on academic achievement concerning foster youth should reflect the importance of the affective aspect of school interactions. (b) Policy should mandate awareness training for educators, social workers, and other adults who work with former foster youth to increase professionals' awareness of the barriers, supports and success strengths that impact the academic lives of children and youth in foster care. (c) Adult educators and human resource development professionals should develop and implement appropriate new education and training materials and interventions. Future research may include a similar interview with former foster youth who graduated from college and with foster youth who leave school before graduating. Finally, a study with a nationally representative sample of college enrolled former foster children should be conducted to determine the relative importance of the barriers, supports and success strengths identified in this study.

Book excerpt: There is little doubt that educational outcome for students who experience foster care is far below those of the general student population and that they may be disproportionately impacted by college practices, programs or services. In California over 50,000 children and youths are in out of home placements. It is estimated that approximately 12,000 current and former foster youth are enrolled in California's community college system at any one time. Children enter the foster care system as a result of extreme abuse or neglect inflicted upon them by their biological family. In California, only about one third of the cases where there is a substantiated report of abuse or neglect result in removal from the home, meaning that these are the most severe and difficult cases of maltreatment and neglect. This experience is then often compounded by the circumstances these children face upon entry into the foster care system. Once in the system, many experience multiple placements that require frequent moves from home to home and may also result in multiple forced school changes and consequent social and academic challenges. By age 24, foster youth experience significantly poorer education outcomes than the general population (Courtney et al., 2011). Increased educational advocacy for foster students among professionals who work with foster students have taken shape. In collaboration with the legislature, additional bills have been passed to help ease the access to student records and increase support services for foster students to continue schooling into the college and job training levels after high school completion. This increased attention came as a recent study of high school foster students demonstrated large disparities between not only foster students and the general student population but also foster students and other economically disadvantaged students. The community college sector is where the majority of foster students enter into higher education due to their financial situation as well as their academic unpreparedness. This study sought out to find the service and program needs of foster students attending a community college, using Mt. San Antonio College as an actual study site by investigating the following research questions: Umbrella question: For students with foster care experience, what are their service and program needs while attending community college? 1. What are the elements or characteristics of a foster youth resource center that has been active for 5 or more years? 2. What are the factors or information that professionals working with foster youth at non-profit agencies say are necessary for them to attend community college? 3. What information and/or services do foster students say should be included in a resource center to support foster students attending community college? According to the results of this study, the following that elements are necessary to demonstrate that the community college acknowledges and supports the efforts of its foster student population to attain a college degree. 1. Access Point for Connection and Engagement 2. Safe Common Space for Assistance and Acceptance 3. Access Point for Collective Voice 4. Provide Opportunities to Give Back 5. Provide Targeted Programming and Services In the end, this study recommends that a community college institute the following to ensure that the findings are involved: community cultural wealth promotion, ensure basic life necessities are available, and continued advocacy and networking on behalf of foster students. This study provides community college administrators a logic model to show them that building a resource center to support its foster students is possible and needed. Community colleges can be part of the solution in helping foster students increase college completion and improve their life trajectory.

To assist this population in reaching their academic goals, many colleges and universities have created campus-based support programs. These programs are designed to assist former foster youth through an array of services, which range from financial aid to mentorship. However, little is known about how these programs are designed or implemented, or how effectively they are meeting the needs of this population. This dissertation sought to build upon previous research that examined the barriers faced by former foster children who are pursuing a college degree. Additionally, it sought to contextualize previous literature on the effectiveness of support programs in promoting academic success. This exploratory study employed a mixed-methods design that primarily focused on qualitative data, gathered through in-depth interviews with both former foster youth pursuing a degree and with administrators of campus-based support programs. In addition to qualitative data, this study elicited quantitative data in the form of survey responses from foster youth. The survey questions focused on the protective and resiliency factors used by this population to succeed, along with data on academic success in the form of grade point averages. The qualitative data in this study found that campus-based support was considered accessible and utilized by students, but it was not the only resource that foster care alumni relied on to succeed. The qualitative data also confirmed the importance of having a program specifically designed to meet the needs of former foster youth. Both the student participants and the program administrators spoke of the effectiveness of engagement in campus-based support; however, the quantitative data gathered in this study did not show that the utilization of campus-based support or community based support had a significant influence on academic performance.

The purpose of this project is to write a grant and identify a funding source to implement training workshops for educators, child welfare and school social workers, and foster parents to increase the awareness of the risk factors for drop-out and the programs and practices that have contributed to student academic success. Part of the funds will be used to develop resource packets for workshop attendees. A prospective funder was identified, although actual funding and submission of this grant proposal were not requirements for the successful completion of this project.

Book excerpt: Abstract: Human capital is defined as physical, social-emotional, educational well-being that predicts future healthy adult functioning. Recent studies have described the poor educational and social-emotional outcomes of many youth who emancipate from foster care. Many of these youth leave foster care without the ability to function as healthy, self-sufficient adults and are as a result at great risk of unemployment, poverty, incarceration, homelessness, and other negative adult outcomes. Prior research has described various challengers that can leave the foster care population more academically vulnerable than other disadvantaged populations. This study utilized child-level secondary data to quantitatively relate race/ethnicity, age, mental health, and reason for foster care entry to service provision and educational performance for 243 foster care children aged 5 to 18 in Lucas County, Ohio. Descriptive findings were consistent with prior research indicating that children in foster care face high rates of mental health disorders, school instability, and placement in special education. African American and older children are particularly vulnerable to harmful influences on their educational progress. Chi square and logistic regression analyses suggest that children of different ages, races, mental health status, and maltreatment histories face differing challenges to educational success after entering the foster care system. Challenges may become particularly evident in early adolescent children. If not identified and addressed, these challenges may threaten the educational well-being, and therefore the future self-sufficiency of the most vulnerable children for years to come. Implications point to the need for the child welfare system to proactively provide stage-salient and culturally competent educational and social-emotional services that support human capital development for children in foster care, beginning early in life and throughout the foster care continuum. A process of data collection and sharing of educational information between the child welfare and educational systems is needed to inform effective and targeted efforts leading to meaningful fulfillment of the federal mandate to provide educational well-being for children in foster care.

Many have been abused, neglected, or abandoned, and they face a challenging journey of uncertainty, often not knowing where they will live next, where they will go to school, or whether they will have contact with friends and relatives. Child welfare professionals work diligently to support children in foster care but typically have no access to information about what happens during a large part of these children's lives--school. Similarly, educators often have no information about a student's foster care status. The lack of data makes it difficult, if not impossible, for adults to fully understand and support the academic needs of students in foster care. For the last few years, The Center for the Future of Teaching and Learning at WestEd has been working toward bridging this data divide in California, the state with the largest number of children and youth in foster care. Through funding from the Stuart Foundation, WestEd staff and a number of partners brokered a first-ever data-sharing agreement between the California Department of Social Services (CDSS) and the California Department of Education (CDE) as a critical step toward better understanding and serving the academic needs of youth in foster care. The initiative resulted in the report, "The Invisible Achievement Gap: Education Outcomes of Students in Foster Care in California's Public Schools"--a first-of-its-kind analysis linking statewide data from the child welfare and education systems, giving a fuller picture than ever before available of all K-12 students in the state's foster care system. This article discusses the data revealed in the initiative's report, which showed that students in foster care are a unique, at-risk group in desperate need of the kind of targeted support often provided to other at-risk subgroups.
