Riforma del processo civile, contiene l'art. 56, il quale riguarda le domande volte a ottenere il riconoscimento del diritto a pensioni, assegni e indennità, comunque denominati, spettanti agli invalidi civili nei procedimenti in materia di invalidità civile, cecità civile e sordomutismo. Inoltre, l'art. 20 del decreto legge 1 luglio 2009, n. 78, convertito nella legge 3 agosto 2009 n. 102, "Contrasto alle frodi in materia di invalidità civile", ha attribuito all'INPS nuove competenze per l'accertamento dell'invalidità civile, cecità civile, sordità civile, handicap e disabilità con l'intento di ottenere tempi più rapidi e modalità più chiare per il riconoscimento dei relativi benefici. La nuova normativa rivede profondamente le modalità di presentazione delle domande di accertamento, la valutazione sanitaria, la concessione delle prestazioni, il ricorso in giudizio.
