They offer an effective means for geographic Combatant Commanders to engage other countries, deter aggression, or resolve crises. However, there is little current, concise, and comprehensive guidance on how they are planned and implemented. This paper explains what theater strategy is, its basis, how it is formulated, and how it is executed with emphasis on theater security cooperation. The author illustrates the role in national affairs of theater strategy and security cooperation through examples from a case study leading up to and during Operation Enduring Freedom in Afghanistan.

Book excerpt: This overview of theater strategy and theater security cooperation is a primer on one of the most important tools the U.S. military uses to engage other countries, deter unwanted actions, and defend U.S. and friendly nation interests. To be effective, theater strategy and theater security cooperation must be derived from and consistently linked to national and multinational strategic guidance and policy, and formulated to meet the requirements found in each region. To attain the combatant commander's strategic security goals, proper support for joint operation plans through organizational structure, force projection, sustainment, readiness training, and force development input is essential. Theater security cooperation directly supports national goals at the regional level, and enhances military operations by obviating the need for military action, or by preparing the environment better for U.S. military intervention, should it be necessary. Theater strategy is an important part of realizing national strategy around the world, and theater security cooperation is not only one of the most powerful tools in attaining the goals of theater strategy, but, through its ability to obviate the need for combat, a cost effective tool as well.

Available in PDF, EPUB and Kindle. Book excerpt: In 'The End of Grand Strategy', Simon Reich and Peter Dombrowski challenge this common view. They eschew prescription in favour of describing and explaining what America's military actually does. They argue that each presidental administration inevitably resorts to each of the six variant of grand strategy that they implement simultaneously as a result of a series of fundamental recent changes - what they term 'calibrated strategies.' Reich and Dombrowski support their controversial argument by examining six major maritime operations, stretching from America's shores to every region of the globe. Each of these operations reflects one major variant of strategy. They conclude that grand strategy, as we know it, is dead.

The important mission of countering terrorist and insurgent groups abroad requires working closely with allies and partner countries to strengthen security. Accordingly, current U.S. defense strategy emphasizes that the U.S. armed forces should do more to work "by, with, and through partners" to accomplish missions.

Book excerpt: The security and stability of Africa has recently become an important national issue readily seen in the increased time, effort, and resources now devoted to the continent by such new organizations as the U.S. Africa Command (USAFRICOM). This paper seeks to overcome centuries of ignorance and misunderstanding about the conditions and people of Africa by discussing the fundamental issues of economic development and political governance through which enduring stability and security might be obtained. This paper offers solutions in terms of improving African stability and security and a framework of several key issues which should give policymakers the knowledge they need to work in a constantly changing and very challenging environment.--

Available in PDF, EPUB and Kindle. Book excerpt: At the end of the first decade of the 21st century, the United States is involved in two ongoing wars, faces a significant international terrorist threat, and is witnessing an escalation of international resistance to its leadership of the global world order. Looking out to 2025, many see the potential for a prolonged period of instability as a result of competing economic models, demographics, the rise of new international actors and the resurgence old ones, climate change, and the scarcity of resources. The range of stability challenges will stretch the capabilities of any military force structure and require innovative thinking on the part of policymakers and military professionals alike on the appropriate development and use of the military element of power. In this anthology, 16 students of the U.S. Army War College Class of 2008 offer their perspectives on the use of military power across the spectrum of conflict in the 21st century, short of or following general war, and provide insights into the necessary force structure, policy, strategy, and doctrinal approaches for future success. Beyond a focus on operations short of general war, these writings share in common a worthwhile idea or set of ideas that can materially contribute to how the U.S. military can best conduct full spectrum operations. Collectively, these essays reveal the innovative thinking and diversity and depth of thought of the U.S. and foreign military and civilian agency personnel that comprise each student body at the U.S. Army War College as they prepare themselves to become senior leaders and fulfill their roles in their militaries or agencies. This resource offers 16 students of the U.S. Army War College Class of 2008 perspectives and forecasts for the use of military power through year 2025. Scholars and policymakers, alike, may find these essays beneficial for long-term strategy planning. Available in PDF, EPUB and Kindle. Book excerpt: Almost since its inception the United States military has interacted with foreign militaries during peacetime. Each of the military services regularly conducted exchanges, formally and informally, to improve military capability or interoperability. Geographic commanders found engagement to be a useful tool to establish security cooperation and continue to conduct military interaction activities to support national security objectives during peacetime. Included in the areas engagement supported were Military Professionalization, Support of Democratic Values, Humanitarian Assistance, Counterdrug and Counter-Terrorism. Following the publication of the 1995 National Security Strategy of Engagement and Enlargement, the Office of the Secretary of Defense, regional commanders and the joint staff developed a formal peacetime engagement planning process. Through the process each Geographic Combatant Commander developed a regional strategic plan, now referred to as the Theater Security Cooperation Plan that described the security environment, identified engagement objectives and listed associated activities that supported those objectives. A criticism of engagement planning was that the plan was developed and executed with scarce resources and little chance to influence the Planning, Programming, and Budgeting System (PPBS) for support. This Strategy Research Project examines the planning process and offers areas of improvement to better integrate and support Theater Security Cooperation Plans.

Book excerpt: National secuirty strategy is a vast subject involving a daunting array of interrelated subelements woven in intricate, sometimes vague, and ever-changing patterns. Its processes are often irregular and confusing and are always based on difficult decisions laden with serious risks. In short, it is a subject understood by few and confusing to most. It is, at the same time, a subject of overwhelming importance to the fate of the United States and civilization itself. Col. Dennis M. Drew and Dr. Donald M. Snow have done a considerable service by drawing together many of the diverse threads of national security strategy into a coherent whole. They consider political and military strategy elements as part of a larger decisionmaking process influenced by economic, technological, cultural, and historical factors. I know of no other recent volume that addresses the entire national security milieu in such a logical manner and yet also manages to address current concerns so thoroughly. It is equally remarkable that they have addressed so many contentious problems in such an evenhanded manner. Although the title suggests that this is an introductory volume - and it is - I am convinced that experienced practitioners in the field of national security strategy would benefit greatly from a close examination of this excellent book. Sidney J. Wise Colonel, United States Air Force Commander, Center for Aerospace Doctrine, Research and Education
