Book excerpt: Recent and ongoing agreements to liberalize trade between the European Union (EU) and Arab countries raises the question as to how the latter will fare in a more competitive environment. This paper uses the Grubel-Lloyd intra-industry trade (IIT) index as an indicator of the degree of industrial specialization to study Arab countries’ ability to compete in a more open trade setting. It concludes that whereas increased specialization has been achieved over the last decade in Arab countries, IIT remains low not only in absolute terms, but even in a cross-country comparison, when normalized for the level of development.

The current environment of likely durable low oil prices has exacerbated these challenges. The non-oil private sector remains relatively small and, consequently, has been only a limited source of growth and employment. Because oil is an exhaustible resource, new sectors need to be developed so they can take over as the oil and gas industry dwindles. Over-reliance on oil also exacerbates macroeconomic volatility. Greater economic diversification would unlock job-creating growth, increase resilience to oil price volatility and improve prospects for future generations. Macro-economic stability and supportive regulatory and institutional frameworks are key prerequisites for economic diversification...

Book excerpt: The economy of the Mediterranean region countries - which in the present study include Algeria, Egypt, Jordan, Lebanon, Morocco, Syria, Tunisia, as well as Israel and Turkey - experienced a period of strong and dynamic economic development in the late 1970s and early 1980s. But since the 1980s these economies have experienced a much less dynamic evolution and tended toward stagnation. This paper by Oleh Havrylyshyn, presents an assessment of the experience of these economies in a framework of a broad trade strategy perspective for Mediterranean countries, and examines prospects for the future.

Available in PDF, EPUB and Kindle. Book excerpt: The Arab Spring and recent popular uprisings that have taken place in many Arab countries since the end of 2010 highlight the urgent need for economic policy reorientation in these countries. This book addresses key issues relevant to the contemporary economic realities of the Arab economies; including policy space, generation of more productive and decent employment, social justice and poverty alleviation, regional integration and the common destiny of the Arab people, and the failure of the structural adjustment programs recommended by the Bretton Woods institutions and implemented in these countries in the last three decades. The volume explores, and makes recommendations, for deep pan Arab regional integration and alternative pro-poor, growth-oriented economic and trade policies capable of promoting social justice by reducing the incidence of poverty. It highlights the ways in which various types of economic and trade policies have affected the levels of employment and poverty in five Arab countries: Egypt, Jordan, Morocco, the occupied Palestinian territory and Sudan. Using a mixture of qualitative and quantitative methodologies, the book focuses on Arab trade integration, exploring the obstacles to its implementation in the past, as well as its potentials as a source of employment generation and enhancement of living conditions. The book also addresses the construction, interpretation and use of quantitative trade indicators for optimal policy choice at both the domestic and regional levels.

Book excerpt: A Brookings Institution Press and the Egyptian Center for Economic Studies (ECES) publication Improving the economic performance of Arab countries is now more critical than ever. The region faces high population growth rates, rising unemployment, and modest economic growth coupled with increasingly intense competition from emerging markets in eastern Europe, Latin America, and Asia. Meeting these challenges requires finding ways to overcome political obstacles that impede socially beneficial economic reforms. Despite fifty years of repeated attempts at Arab economic integration, the results in terms of intraregional trade and investment flows have been very modest. This book explains why and discusses possible ways forward. The authors draw especially on the success of the European Union to assess the scope of Arab economic integration as an instrument for narrowing the persistent gap between the region¡¯s economic potential and its performance.

Available in PDF, EPUB and Kindle. Book excerpt: At a time when countries in the Middle East and North Africa (MENA) are joining the World Trade Organization, the lack of an economically sound analysis of trade policies in the region is especially notable. This volume remedies the situation by bringing together a distinguished group of applied trade economists to provide a broad view of the state of trade in and among the region's nations. The contributors provide original empirical analyses on key reform issues, and their work reflects deep knowledge of government concerns and policies. Part 1 sets the scene by comparing the performance of the MENA region with the rest of the world on a large number variables and indicators. Part 2 contains a number of CGE model-based analyses of trade policy reform options. Part 3 focuses on specific policy areas: standards as nontariff barriers and red tape, trade facilitation, an assessment of the impact of protecting intellectual property using partial equilibrium techniques, and a review of the existing Euro-Med agreements. Part 4 discusses how the region could benefit from WTO membership and from changing the existing regional integration schemes into arrangements that help promote a growth enhancing reform agenda. The volume will be essential reading for economists and policymakers working in and with the MENA nations, as well as officials at the multilateral and regional institutions. Contributors are A. Halis Akder, Benita Cox, Dean De Rosa, Hana'a Kheir El Din, Sherine El Ghoneim, Oleh Havrylyshyn, Bernard Hoekman, Denise Konan, Peter Kunzel, Will Martin, Keith Maskus, Mustapha Nabli, Thomas Rutherford, Elisabet Rutstrom, David Tarr, Subidey Togan, L. Jamel Zarrouk is an Economist with the Arab Monetary Fund.
