Book excerpt: Abstract: "The Rothbarth model of intrahousehold resource allocation has consistently failed to detect child gender bias in many applications over the past two decades. This paper challenges the current consensus that the Rothbarth method is not effective in revealing child gender bias from consumption behavior of adults. It proposes an approach to the Rothbarth model that restricts its application to samples of nuclear households, and employs an index of child gender based on the number of children in the household and related to a specific selective mechanism of discrimination. It demonstrates the effectiveness of this approach with an application to a 2005-06 Ethiopian consumption survey of 21,299 households conducted by Ethiopia's Statistical Authority, covering both urban and rural areas. The paper presents the first clear and extensive evidence of discrimination against girls by all four adult goods employed, and the outcome persists, in various degrees, when reexamined with a lower definition of child age, and with female-headed households. The findings provide support for gender-based policies in child-health and education in Ethiopia."--World Bank web site.

Book excerpt: This paper investigates the preference of parents for inter-child allocation of education investment in Ethiopia. It mainly focuses on the roles played by non-price factors of investment in child education. The study uses unique survey and experimental dataset disaggregated by individual children and parents. The findings of the study show that parents reinforce the educational achievements of their children. Educational investment does not vary by the gender of children. Instead, parental perceptions about the capability of children, and aspirations for child education are important drivers of intra-household allocation of educational investment. The study also finds that the preferences of mothers and fathers for child education are not identical but largely similar. The results highlight the considerable influence of non-cost factors in educational investment in developing countries. The results are robust to potential measurement error, and inclusion of community fixed effects.

Book excerpt: This paper employs a hurdle model approach to ask whether the extent of gender bias in education expenditure within rural households in India changed over time from 1995 to 2017-18. Our most striking finding is that there has been a change over time in the way that gender bias is practiced within the household. In 1995, gender bias occurred through a significantly higher probability of school-enrolment of boys than girls, but by 2017-18, gender bias was practiced via significantly higher conditional education expenditure on boys than girls, and this was largely achieved via pro-male private school enrolment decisions. Households practicing gender equality in school enrolment by 2017-18 is a desirable trend. However, girls' significant disadvantage vis-à-vis boys in terms of lower education expenditure, achieved via their lower private school enrolment rate by 2017-18, is problematic if lower expenditure is associated with lower levels of cognitive skills (literacy, numeracy, etc.) since both individual economic returns and national economic growth accrue to cognitive skills and not independently to completing a given number of years in school. Household fixed effects analysis shows that the observed gender biases are a within-household phenomenon rather than an artefact of differences in unobservables across households.

Gender gaps in educational outcomes might be attributed to an uneven allocation of household resources towards the schooling of boys and girls. In this paper, we interrogate this issue using individual-level data from Ghana. Methodologically, the paper explores two potential sources of gender bias: bias in the decision to enrol/keep boys and girls in school; and bias in the educational expenditure on boys and girls enrolled in school. Our findings are illuminating: gender bias in households' educational expenditure allocations arises mainly from the decision to enrol or not boys and girls in school, where an important pro-male bias exists. That is, households favour boys in their decision whether or not to enrol a child in school in Ghana. However, after enrolment, households tend to spend an equal amount on the schooling of both boys and girls. These findings have important implications for educational policy design, especially in the context of developing countries.
