It is clear that, with rapid population growth, environmental degradation, climate change, poorly regulated industries, and continued economic uncertainty, the chances are that communities may become more vulnerable to disasters. The dramatic losses in recent years from volcanic eruptions, earthquakes and landslides, wildland fires, droughts and floods, cyclones and storm surges attest to the fact that we are still a long way from applying even the knowledge we have today to make communities safe. Tackling this problem requires a sound evaluation of disaster mitigation policies and tools. As a contribution to the International Decade for Natural Disasters Reduction (IDNDR), the fifth international symposium HAZARDS-93 was held in Qingdao, P.R. China on 29 August - 3 September, 1993. China is a country frequently hit by almost all kinds of disasters. Its history is one of combating natural disasters and working towards their reduction. More than 250 scientists, engineers and government officials from 20 countries met for the purpose of engaging in a free exchange of knowledge, experience and ideas regarding the scientific and socio-economic aspects of mitigating losses from natural and man- made disasters. A total of 180 papers were presented at 28 sessions covering a very broad range of topics related to disaster management. The twenty-one articles included in this book deal with the scientific and management issues of land-based and marine hazards which cause the most severe economic losses, deaths and environmental degradation in many parts of the world. The book also includes specific recommendations addressed to the IDNDR Secretariat, national governments and scientific experts to increase the effectiveness and efficiency of disaster management. Book excerpt: The purpose of this paper is to present a methodology for estimating space-time stochastic properties of local climatic factors reflecting global climate change. Specifically, daily precipitation amount and daily mean temperature are considered and illustrated with application to the state of Nebraska, U. S. A. Furthermore, a drought index with and without global climate change is examined. The magnitude and consequences of regional response to anticipated climatic changes are uncertain (Houghton et al. , 1990). Typical questions to be answered are: can time series of hydrological events or 10cal climatic variables such as daily temperature be conditioned in scenarios of future climate change and if so, how can this be utilized ? Can extreme historical drought events be reproduced by a stochastic hydroc1imatological model ? Can such a model be used with General Circu1ation Model (GCM) outputs to evaluate the regional/local effects of climate change scenarios? The approach presented in this paper is an extension of the usual analysis of regional hydrometeorological impacts of climate change: we propose to examine time series of GCM produced daily atmospheric circulation patterns (CP), thought to be relatively accurate GCM output to estimate local climatic factors. The paper is organized as follows. First, daily CPs are classified and analyzed statistically, first for historical and then for GCM produced data. Next, the height of the 500 hPa pressure field is introduced as an additional physically relevant variable influencing local climatic factors within each CP type.

Book excerpt: Rivers form one of the lifelines in our society by providing essential services such as availability of fresh water, navigation, energy, ecosystem services, and flood conveyance. Because of this essential role, mankind has interfered continuously in order to benefit most and at the same time avoid adverse consequences such as flood risk and droughts. This has resulted in often highly engineered rivers with a narrow set of functions. In the last decades rivers are increasingly considered in a more holistic manner as a system with a multitude of interdependent processes. River research and engineering has therefore added to the river fundamentals also themes like ecohydraulics, consequences of climate change, and urbanisation. River Flow 2020 contains the contributions presented at the 10th conference on Fluvial Hydraulics, River Flow 2020, organised under the auspices of the Committee on Fluvial Hydraulics of the International Association for Hydro-Environment Engineering and Research (IAHR). What should have been a lively physical gathering of researchers, students and practitioners, was converted into an online event as the COVID-19 pandemic hindered international travelling and large gatherings of people. Nevertheless, the fluvial hydraulics community showed their interest and to be very much alive with a high number of participations for such event. Since its first edition in 2002, in Louvain-la-Neuve, this series of conferences has found a large and loyal audience in the river research and engineering community while being also attractive to the new researchers and young professionals. This is highlighted by the large number of contributions applying for the Coleman award for young researchers, and also by the number of applications and attendants to the Master Classes which are aimed at young researchers and students. River Flow 2020 aims to provide an updated overview of the ongoing research in this wide range of topics, and contains five major themes which are focus of research in the fluvial environment: river fundamentals, the digital river, the healthy river, extreme events and rivers under pressure. Other highlights of River Flow 2020 include the substantial number of interdisciplinary subthemes and sessions of special interest. The contributions will therefore be of interest to academics in hydraulics, hydrology and environmental engineering as well as practitioners that would like to be updated about the newest findings and hot themes in river research and engineering.
