Book excerpt: Mass media has frequently covered stories concerning "outsourcing" or the moving of U.S. jobs to foreign locations by U.S. multinational companies. More often than not this "outsourcing" is of benefit to the companies' owners and managers. The discussion has spilled over into the political debate with candidates for national office making statements and suggesting policies for dealing with the issue. Due to the fact that many companies have fragmented the production process, however, it is difficult to examine the effect of "outsourcing"- the transfer of a business function from inside a firm to an outside source, with no reference to borders of countries- and "offshoring"-the movement of jobs that had been in the United States to a foreign location, without regard to business ownership- on the U.S. as many imports contain U.S. parts and many exports contain foreign parts. In the current situation, Congress mandated a study by the National Research Council, which was undertaken by the Committee on Analyzing the U.S. Content of Imports and the Foreign Content of Exports under a contract with the U.S. Department of Commerce. Analyzing the U.S. Content of Imports and the Foreign Content of Exports presents the findings of the committee. The committee refers to the availability and quality of data on the foreign content of U.S. exports and the domestic content of U.S. imports as "the content question." This was not been an easy task as data on actual content simply do not exist.

Book excerpt: The U.S. information technology (IT) research and development (R&D) ecosystem was the envy of the world in 1995. However, this position of leadership is not a birthright, and it is now under pressure. In recent years, the rapid globalization of markets, labor pools, and capital flows have encouraged many strong national competitors. During the same period, national policies have not sufficiently buttressed the ecosystem, or have generated side effects that have reduced its effectiveness. As a result, the U.S. position in IT leadership today has materially eroded compared with that of prior decades, and the nation risks ceding IT leadership to other nations within a generation. Assessing the Impacts of Changes in the Information Technology R&D Ecosystem calls for a recommitment to providing the resources needed to fuel U.S. IT innovation, to removing important roadblocks that reduce the ecosystem's effectiveness in generating innovation and the fruits of innovation, and to becoming a lead innovator and user of IT. The book examines these issues and makes recommendations to strengthen the U.S. IT R&D ecosystem.

Book excerpt: The engineering enterprise is a pillar of U.S. national and homeland security, economic vitality, and innovation. But many engineering tasks can now be performed anywhere in the world. The emergence of "offshoring"- the transfer of work from the United States to affiliated and unaffiliated entities abroad - has raised concerns about the impacts of globalization. The Offshoring of Engineering helps to answer many questions about the scope, composition, and motivation for offshoring and considers the implications for the future of U.S. engineering practice, labor markets, education, and research. This book examines trends and impacts from a broad perspective and in six specific industries - software, semiconductors, personal computer manufacturing, construction engineering and services, automobiles, and pharmaceuticals. The Offshoring of Engineering will be of great interest to engineers, engineering professors and deans, and policy makers, as well as people outside the engineering community who are concerned with sustaining and strengthening U.S. engineering capabilities in support of homeland security, economic vitality, and innovation.

Available in PDF, EPUB and Kindle. Book excerpt: Today software development has truly become a globally sourced commodity. This trend has been facilitated by the availability of highly skilled software professionals in low cost locations in Eastern Europe, Latin America and the Far East. Organisations endeavouring to leverage the opportunities this provides and to avail of the benefits of establishing operations close to emerging markets have embraced this strategy in large numbers. Software testing plays a key role in delivering high quality products and is a labour intensive, complex and expensive activity. In the context of Global Software Development (GSD) to date testing has been perceived as a well defined task that is relatively straightforward and lends itself to being outsourced or offshored. This volume considers this specific topic and demonstrates that testing in a GSD environment is not a simple activity. It is prone to be negatively impacted by all the factors associated with distributed software development. This work also provides practical solutions which can be utilised to address these important issues. While the primary focus of this work is software testing it is also the culmination of 10 years research by the author in the area of GSD. During this period he has considered all aspects of the software development life cycle. This experience and knowledge has been incorporated into this volume. It is therefore relevant to note this work is of value to the wider software community not just to those interested in testing. It specifically considers the establishment of virtual teams and their efficient and effective operation. Therefore this book has relevance to all those interested in implementing or improving a GSD strategy. Its particular strengths are that while it is a scholarly work it is industry based and practical.
