Book excerpt: Following the 9/11 attacks on New York and Washington, DC, there has been an increasing interest among scholars, students, and the interested public to study and learn about the Islamist-oriented terrorist organizations called Jihadi Salafi Groups (JSGs). Considering that these organizations emerged in highly fragile states, S. Yaqub Ibrahimi asks: how and why is state fragility linked to the emergence of JSGs? Ibrahimi bases his study on three events: the establishment of al-Qaeda in Afghanistan in 1998, the rise of Islamic State in the post-Saddam Hussein Iraq, and the failed al-Qaeda effort to establish a base in Saudi Arabia in 2003. These case studies contain major aspects and features of the rise of JSGs and, together, explain the contribution of state fragility to the process of the formation and expansion of these terrorist organizations. International Security in a World of Fragile States stands out as a pivotal work on the interconnection between the root causes of JSGs and state fragility conditions and their amalgamated role in the formation and evolution of these organizations. It contributes to IR and international security debates by developing a comprehensive but readily understandable narrative of the rise of JSGs in Islamic countries, and examining them in an analytical framework in which their root causes are categorized on individual, group, and international levels.

Karlin explores the key national security issue of our time: how to effectively build partner militaries. Given the complex and complicated global security environment, declining U.S. defense budgets, and an increasingly connected (and often unstable) world, the United States has an ever-deepening interest in strengthening fragile states. Particularly since World War II, it has often chosen to do so by strengthening partner militaries. It will continue to do so, Karlin predicts, given U.S. sensitivity to casualties, a constrained fiscal environment, the nature of modern nationalism, increasing transnational security threats, the proliferation of fragile states, and limits on U.S. public support for military interventions. However, its record of success is thin. While most analyses of these programs focus on training and equipment, Building Militaries in Fragile States argues that this approach is misguided. Instead, given the nature of a fragile state, Karlin homes in on the outsized roles played by two key actors: the U.S. military and unhelpful external actors. With a rich comparative case-study approach that spans Europe, Asia, and the Middle East, Karlin unearths provocative findings that suggest the traditional way of working with foreign militaries needs to be rethought. Benefiting from the practical eye of an experienced national security official, her results-based exploration suggests new and meaningful findings for building partner militaries in fragile states.

The consequences and lethality of Ebola have increased interest in coordinated global response to infectious threats, many of which could disrupt global health and commerce far more than the recent outbreak. In order to explore the potential for improving international management and response to outbreaks the National Academy of Medicine agreed to manage an international, independent, evidence-based, authoritative, multistakeholder expert commission. As part of this effort, the Institute of Medicine convened four workshops in summer of 2015 to inform the commission report. The presentations and discussions from the Governance for Global Health Workshop are summarized in this report.

What lessons can we learn from those states that have successfully transitioned from fragility to stability and resilience? And how can third-party interventions support fragile state transitions toward resilience? Carment and Samy consider fragility’s evolution in three state types: countries that are trapped, countries that move in and out of fragility, and countries that have exited fragility. Large-sample empirical analysis and six comparative case studies—Pakistan and Yemen (trapped countries), Mali and Laos (in-and-out countries), and Bangladesh and Mozambique (exited countries)—drive their investigation, which breaks ground toward a new understanding of why some countries fail to see sustained progress over time.
