Lowenthal bring together a distinguished group of scholars to assess how well democracy has been working in this volatile part of the world. The authors find that serious problems still plague these new democracies. Many of these problems are related to the political institutions, including political parties, the civil service, and the justice system. Part I introduces broad thematic surveys of such key issues as the role of the left, conservatism, inequality, and indigenous peoples. Part II reviews the South American nations. Part III focuses on Mexico, Central America, and the Caribbean, including Cuba. In Part IV, the volume editors draw conclusions about the problems and prospects for stable democracies in Latin America. In addition to the complete hardcover edition, Constructing Democratic Governance is available in three paperback volumes, each containing the introduction and conclusion from the complete edition and organized for convenient course use.

Book excerpt: Until the dramatic economic collapse of 1997, East Asia was the symbol of a successful market-led development strategy for Western governments, aid agencies and academics, despite underlying concerns about a lack of rights and freedoms. The crisis changed Asia and the world; currency depreciations, personal and state indebtedness, mass unemployment and rioting brought the paternalistic capitalist phase to an end in Asia. The decade following the economic crisis has seen a swift response, with the major restructuring of Asian economies, improved corporate governance, banks recapitalized, more attention paid to the environment and foreign exchange reserves restored so the IMF became redundant in Asia. Dividing the countries that emerged from the crisis into three categories – the Insecure Rich, the New Aspirants for Prosperity and the Danger Zone – Noman analyses the complex Asian recovery and future challenges within the framework of Responsible Development, an agenda for Asia that emphasizes the simultaneous challenge of building sustainable democracies, a viable environment and an equitable economy. Covering the many related issues that pose a threat to Asian economic stability – climate change, religious fascism, inequality and hunger – this book will have particular relevance in the areas of development studies, economics, international politics and Asian studies.

Book excerpt: It is predicted by some observers that the 21st century will be remembered as the 'Asian Century'. Many of the countries in the region seem to be able to take the economic and trade baton when one of the others experiences problems. The region, in general, continues to grow economically, politically and militarily. The articles presented in this book examine the current political and economic situations in nations across Asia, particularly focusing on economic developments.

Available in PDF, EPUB and Kindle. Book excerpt: East Asian democracies are in trouble, their legitimacy threatened by poor policy performance and undermined by nostalgia for the progrowth, soft-authoritarian regimes of the past. Yet citizens throughout the region value freedom, reject authoritarian alternatives, and believe in democracy. This book is the first to report the results of a large-scale survey-research project, the East Asian Barometer, in which eight research teams conducted national-sample surveys in five new democracies (Korea, Taiwan, the Philippines, Thailand, and Mongolia), one established democracy (Japan), and two nondemocracies (China and Hong Kong) in order to assess the prospects for democratic consolidation. The findings present a definitive account of the way in which East Asians understand their governments and their roles as citizens. Contributors use their expert local knowledge to analyze responses from a set of core questions, revealing both common patterns and national characteristics in citizens' views of democracy. They explore sources of divergence and convergence in attitudes within and across nations. The findings are sobering. Japanese citizens are disillusioned. The region's new democracies have yet to prove themselves, and citizens in authoritarian China assess their regime's democratic performance relatively favorably. The contributors to this volume contradict the claim that democratic governance is incompatible with East Asian cultures but counsel against complacency toward the fate of democracy in the region. While many forces affect democratic consolidation, popular attitudes are a crucial factor. This book shows how and why skepticism and frustration are the ruling sentiments among today's East Asians.

Book excerpt: How does one build democracy in the aftermath of a violent, deep-rooted conflict? This handbook shows how to structure negotiations and design democratic institutions which address the real needs and interests of conflicting parties. It provides practical advice for policy-makers and political leaders in post-conflict societies and presents a wealth of options that can be drawn upon to build a sustainable peace. Aimed at those negotiating a peace settlement, this book provides a thorough overview of democratic levers - such as power-sharing formulas, questions of federalism and autonomy, options for electoral reform, when to use truth commissions, transitional justice mechanisms, methods of preserving minority rights, constitutional safeguards and many others. It also analyses actual negotiated settlements from various countries and illustrates the many, often unrecognized, options that negotiators can draw upon when attempting to build or rebuild democracy.
