Book Synopsis Unemployment Insurance and Active Labor Market Policy by : Günther Schmid
Download or read book Unemployment Insurance and Active Labor Market Policy written by Günther Schmid and published by Wayne State University Press. This book was released on 1992 with total page 332 pages. Available in PDF, EPUB and Kindle. Book excerpt: This volume examines the impact that the financing and administration systems of labor market policy have on the design of national policies concerning the unemployed. The authors investigated labor market policy in six countries--Austria, France, Federal Republic of Germany. Great Britain, Sweden, and the United States--and determined that the distribution of responsibility for labor market programs, the financing of these programs, and the procedures for determining issues and expenditures differ markedly from country to country. The authors explore how the same economic causes--price changes, technological rationalization, new products--can have very different labor market effects because of institutional factors, such as the job-search behavior of the unemployed, the mobility of the employed, the hiring practices of firms, wage negotiations between trade unions and employers, and the employment policies of different levels of government and their impact on the behavior of labor market forces. Unemployment Insurance and Active Labor Market Policy answers the questions: how much public funding do the unemployed receive in wage-replacement benefits and for how long; how much public funding is devoted for manpower programs and invested in "active" labor market policy; and finally, how are the necessary financial resources made available? In summary, the book investigates the relationship between the financing system and revenues and expenditures for labor market policy, the role played by market policy in employment policy as a whole, and the impact of the financing system for labor market policy on the classical goals of the welfare state. The findings of this comprehensive study should contribute to the redeployment of financial resources from those funds currently being used to finance unemployment (unemployment benefits, unemployment assistance, and public assistance) to financing employment.

Book Synopsis Labor Market Issues in Belgium by : Mr.Reza Moghadam
Download or read book Labor Market Issues in Belgium written by Mr.Reza Moghadam and published by International Monetary Fund. This book was released on 1993-04-01 with total page 50 pages. Available in PDF, EPUB and Kindle. Book excerpt: The characteristics of the Belgian labor market are examined using international comparisons in order to assess the government’s recent labor market initiatives. The labor market in Belgium is found to suffer from a number of structural problems compared to other industrial countries: the non-employment rate is very high, there are large regional disparities in unemployment, female and youth unemployment are prevalent and there is an unusually pronounced incidence of long-term unemployment. The causes of these problems are investigated. The empirical results, using cross section data from 15 industrial countries, show that the generosity of long-term unemployment benefits helps to explain the prevalence of long-term unemployment. Unemployment compensation also appears to be paid to many who are not actively seeking work. The recent labor market initiatives in Belgium will help to ameliorate some of the underlying problems but they are unlikely to completely address the underlying structural problems.

Book Synopsis Explaining High Unemployment in ECCU Countries by : Ronald James
Download or read book Explaining High Unemployment in ECCU Countries written by Ronald James and published by International Monetary Fund. This book was released on 2019-07-11 with total page 32 pages. Available in PDF, EPUB and Kindle. Book excerpt: In recent years, unemployment rates in some ECCU countries have been among the highest globally. This paper evaluates several factors that could explain them, finding that high unit labor costs, in a context of strong unionization, are significantly associated with high structural unemployment, while the global crisis added a cyclical component. Our analysis also suggests that high-paid jobs in the public and tourism sectors, which have been growing considerably in recent decades, could have increased the reservation wage and lowered labor force participation. We find no indication that high structural unemployment is related to the phase out of EU preferences on bananas/sugar exports or to a skills mismatch. As expected, unemployment has been substantially, but only temporarily fueled by large natural disasters.
Book Synopsis International Trade with Equilibrium Unemployment by : Carl Davidson
Download or read book International Trade with Equilibrium Unemployment written by Carl Davidson and published by Princeton University Press. This book was released on 2010 with total page 433 pages. Available in PDF, EPUB and Kindle. Book excerpt: While most standard economic models of international trade assume full employment, Carl Davidson and Steven Matusz have argued over the past two decades that this reliance on full-employment modeling is misleading and ill-equipped to tackle many important trade-related questions. This book brings together the authors' pioneering work in creating models that more accurately reflect the real-world connections between international trade and labor markets. The material collected here presents the theoretical and empirical foundations of equilibrium unemployment modeling, which the authors and their collaborators developed to give researchers and policymakers a more realistic picture of how international trade affects labor markets, and of how transnational differences in labor markets affect international trade. They address the shortcomings of standard models, describe the empirics that underlie equilibrium unemployment models, and illustrate how these new models can yield vital insights into the relationship between international trade and employment. This volume also includes an indispensable general introduction as well as concise section introductions that put the authors' work in context and reveal the thinking behind their ideas. Economists are only now realizing just how important these ideas are, making this book essential reading for researchers and students.

Book Synopsis The Crisis of Global Youth Unemployment by : Tamar Mayer
Download or read book The Crisis of Global Youth Unemployment written by Tamar Mayer and published by Routledge. This book was released on 2018-09-21 with total page 208 pages. Available in PDF, EPUB and Kindle. Book excerpt: Since the economic and financial crisis of 2008, the proportion of unemployed young people has exceeded any other group of unemployed adults. This phenomenon marks the emergence of a laborscape. This concept recognizes that, although youth unemployment is not consistent across the world, it is a coherent problem in the global political economy. This book examines this crisis of youth unemployment, drawing on international case studies. It is organized around four key dimensions of the crisis: precarity, flexibility, migration, and policy responses. With contributions from leading experts in the field, the chapters offer a dynamic portrait of unemployment and how this is being challenged through new modes of resistance. This book provides cross-national comparisons, both ethnographic and quantitative, to explore the contours of this laborscape on the global, national, and local scales. Throughout these varied case studies is a common narrative from young workers, families, students, volunteers, and activists facing a new and growing problem. This book will be an imperative resource for students and researchers looking at the sociology of globalization, global political economy, labor markets, and economic geography.

Book Synopsis Interwar Unemployment in International Perspective by : Barry J. Eichengreen
Download or read book Interwar Unemployment in International Perspective written by Barry J. Eichengreen and published by Springer Science & Business Media. This book was released on 1988-04-30 with total page 466 pages. Available in PDF, EPUB and Kindle. Book excerpt: High unemployment has been one of the most disturbing features of the economy of the 1980s. For a precedent, one must look to the interwar period and in particular to the Great Depression of the 1930s. It follows that recent years have been marked by a resurgence of interest amongst academics in interwar unemployment. The debate has been contentious. There is nothing like the analysis of a period which recorded rates of un employment approaching 25 per cent to highlight the differences between competing schools of thought on the operation of labour markets. Along with historians, economists whose objective is to better understand the causes, character and consequences of contemporary unemployment and sociologists seeking to understand contemporary society's perceptions and responses to joblessness have devoted increasing attention to this his torical episode. Like many issues in economic history, this one can be approached in a variety of ways using different theoretical approaches, tools of analysis and levels of disaggregation. Much of the recent literature on the func tioning of labour markets in the Depression has been macroeconomic in nature and has been limited to individual countries. Debates from the period itself have been revived and new questions stimulated by modem research have been opened. Many such studies have been narrowly fo cused and have failed to take into account the array of historical evidence collected and anal~sed by contemporaries or reconstructed and re- inter preted by historians.

Book Synopsis Labor Market Institutions and Unemployment Dynamics in Transition Economies by : Ms.Zuzana Brixiova
Download or read book Labor Market Institutions and Unemployment Dynamics in Transition Economies written by Ms.Zuzana Brixiova and published by International Monetary Fund. This book was released on 1997-10-01 with total page 47 pages. Available in PDF, EPUB and Kindle. Book excerpt: This paper studies interactions between labor market institutions and unemployment dynamics in transition economies. It presents a dynamic matching model in which state sector firms endogenously shed labor and private job creation takes time. Two main conclusions arises. First, higher unemployment benefits increase steady-state unemployment, and, during the transition, they reduce the fall in real wages and speed up closure of state enterprises. Second, higher minimum wages can theoretically speed up the elimination of state sector jobs without affecting steady-state unemployment. These results are broadly consistent with existing evidence on the dynamics of unemployment and real wages in transition economies.
