Book excerpt: The Limits of Alignment is an engaging and accessible study that explores how small states and middle powers of Southeast Asia ensure their security in a world where they are overshadowed by greater powers. John D. Ciorciari challenges a central concept in international relations theory—that states respond to insecurity by either balancing against their principal foes, “bandwagoning” with them, or declaring themselves neutral. Instead, he shows that developing countries prefer limited alignments that steer between strict neutrality and formal alliances to obtain the fruits of security cooperation without the perils of undue dependency. Ciorciari also shows how structural and normative shifts following the end of the Cold War and the advent of U.S. primacy have increased the prevalence of limited alignments in the developing world and that these can often place constraints on U.S. foreign policy. Finally, he discusses how limited alignments in the developing world may affect the future course of international security as China and other rising powers gather influence on the world stage.

How closely aligned are China and Russia? How to define and measure strategic alignments between states? This book bridges area studies and International Relations literature to develop a set of objective criteria to measure and explain the development of strategic alignment in post-Cold War China-Russia relations. It establishes that on a range of criteria, China-Russia alignment is moving towards a full-fledged alliance. It is solid and comprehensive and continues to show a consistent incremental upward trend. There are strong structural incentives for furthering the China-Russia alignment, and there is little that might hinder the effective functioning of a China-Russia alliance. The alignment framework developed in the book can be applied to other cases of interstate strategic cooperation to facilitate comparisons between different strategic alignments.

Gestures of alignment include participation in major joint military exercises, involvement in US-led operations, the negotiation of agreements for US military bases, and efforts to join a US-led alliance. By contrast, Brazil is also a rising regional power, but as it is a democratic state, its neighbors have not sought greater alliance with the United States. Amid calls for retrenchment or restraint, Selden makes the case that a policy focused on maintaining American military preeminence and the demonstrated willingness to use force may be what sustains the cooperation of second-tier states, which in turn help to maintain US hegemony at a manageable cost.

Book excerpt: International alignment is defined as the degree to which two nations share similar attitudes or patterns of behavior with respect to some mutually salient third nation or group of nations. In the European context, the United States and the Soviet Union are the most plausible salient nations. The nations of Europe will be considered aligned to the extent that they behave similarly toward the two major powers. In addition, a modified bipolar schema will be used to determine the extent to which the European nations are aligned with the United States or with the Soviet Union. Forecasts of nations' alignments with these two powers will suggest the degree to which the present divisions of the European continent are expected to continue in the future. These forecasts will be used to infer the potential for European nations to act, in unison, as a third major power. Predictors of alignment patterns include the degree of internal turmoil and revolution, nations' economic and military power bases, their total international conflict, and their comparative levels of conflict with the United States and the Soviet Union. In addition, expected patterns of trade with these two major powers will serve as a predictor of European nations' alignment patterns. According to balance-of-power theory--the bedrock of realism in international relations--other states should have joined together militarily to counterbalance the United States' rising power. Yet they did not. Nor have they united to oppose Chinese aggression in the South China Sea or Russian offensives along its western border. This does not mean balance-of-power politics is dead, argues renowned international relations scholar T. V. Paul; instead it has taken a different form.
