The Bangladesh Accord on Fire and Building Safety (Accord) and the Alliance for Bangladesh Worker Safety (Alliance) are scheduled to end in June, 2018. While significant progress has been made in the remediation of electrical and fire deficiencies, inspection data from the Accord show that about half of identified structural problems remain unsolved, including a large portion of structural repairs over two years past their deadlines. As brands have taken temporary responsibility for safety in much of the sector, this report considers policy options available to them given the near-impossibility that complete remediation will occur by the initiatives' deadline. Recommendations for decreasing the risk of death or injury borne by Bangladeshi RMG workers are provided.

Book excerpt: This PhD thesis approaches the phenomenon of supply chain governance for social sustainability in the ready-made garment industry in Bangladesh. This research is based on a study of eight large multinational corporations (e.g. clothing brands and retailers) and their ready-made garment suppliers. The purpose of this research is to understand how supply chain governance mechanisms and governance structures improve social sustainability performance when stakeholders are engaged. The study identifies four main governance systems, namely, market-based, hierarchical controlbased, collaborative multi-stakeholder-based and relational cross-sectoral-based. These governance systems are employed in the supply chain by the multinational corporations in combination with different stakeholders, such as suppliers, multi-stakeholder-initiatives, and non-government organisations. The study focuses on the challenges faced by the multinational corporations to ensure social sustainability, whilst at the same time, incorporating suppliers’ viewpoints on the consequences of different governance systems for social sustainability. This research shows the choice of governance structures from market-based, hierarchy-based, collaboration-based and relational-based depend on the cost of managing relationships with the stakeholders and potential risks of governance in a given situation. An effective governance structure for a multinational corporation in a particular context is determined by how well the structure supports governance mechanisms to reduce associated transaction risks that results from potential opportunistic behaviour of the suppliers. In this research, it is argued that governance structure provides the platform for practicing a set of governance mechanisms. The study claims that social sustainability governance incorporates three mechanisms with separate outcomes: one consists of buyer-driven control-based mechanisms which include codes of conduct, supplier assessment and monitoring, and supplier training for regular social compliance; the second consists of multi-stakeholder-based governance mechanisms for structural compliance when unexpected problems occur, for example, building collapse, electrical and fire safety risks emerge; and the third comprises cross-sectoral governance mechanisms when the multinational corporations involve with non-government organisations for social development of the garment workers and community by facilitating drinking water, health-hygiene, education, and so on. This thesis contributes to the Sustainable Supply Chain Management literature by expanding knowledge of supply chain governance through bringing an understanding of governance mechanisms, governance structures and stakeholder engagements for social sustainability. As the demand for supply chain governance for social sustainability are growing, this thesis can help responsible corporate sourcing managers to develop a deeper understanding of how supply chain governance can affect social sustainability. Denna doktorsavhandling tar sig an fenomenet leverantörsstyrning för social hållbarhet i klädindustrin i Bangladesh. Forskningen baseras på en studie av åtta stora multinationella företag, tillika återförsäljare av kläder och välkända klädmärken. Syftet med studien är att förstå hur leverantörsstyrningsmekanismer och styrstrukturer kan förbättra socialt hållbarhetsarbete när flera aktörer är engagerade och samverkar. Resultatet av studien indikerar att multinationella företag de facto engagerar sig med andra aktörer för att förbättra sin förmåga att bedriva socialt hållbarhetsarbete. Studien identifierar fyra olika typer av leverantörsstyrsystem: ett marknadsbaserat, ett hierarkiskt kontrollbaserat, ett kollaborativt multi-intressentbaserat samt ett relationellt sektorsövergripande system. Dessa styrningssystem tillämpas i leverantörskedjan av de multinationella företagen i samarbete med andra aktörer såsom leverantörer, ‘multi-intressentinitiativ’ och icke-statliga organisationer. Studien fokuserar dels på de utmaningar som föreligger för de multinationella företagen när det gäller att säkerställa social hållbarhet, dels på hur leverantörer uppfattar konsekvenserna av de olika styrningssystemen för social hållbarhet. Denna forskning visar att valet av styrstruktur, från marknadsbaserad, hierarkibaserad, kollaborativ och relationell är beroende dels av kostnaden för att hantera och upprätthålla relationer med de olika aktörerna, dels av de potentiella riskerna som föreligger i en viss situation. Vad som utgör en effektiv styrstruktur för ett multinationellt företag i en viss given kontext avgörs av hur väl strukturen stödjer styrningsmekanismer för att reducera transaktionsrisker som bottnar i ett potentiellt opportunistiskt beteende hos leverantörerna. I denna forskning argumenteras det för att struktur ger en plattform för att tillämpa ett antal styrningsmekanismer. Studien visar att styrning av social hållbarhet omfattar tre typer av mekanismer med olika utgång. En består av köparstyrda styrningsmekanismer som omfattar uppförandekoder, leverantörskontroll och leverantörsutbildning. Den andra består av multi-initiativbaserade styrningsmekanismer av hur det strukturella arbetet för att hantera oväntade problem (t.ex. bygg-, el- och brandsäkerhetsrisker) efterföljs. Det tredje omfattar sektorsövergripande styrningsmekanismer där de multinationella företagen samverkar med lokala icke-statliga organisationer i projekt som syftar till social utveckling (tillgång till rent vatten, hälso- & utbildningsinsatser, etc.) för fabriksarbetarna och det omgivande samhället. Denna avhandling bidrar till Sustainable Supply Chain Management-litteraturen då den utvidgar kunskapen om leverantörsstyrning för social hållbarhet genom en den ger en ökad förståelse för styrningsmekanismer, styrstrukturer och olika aktörers engagemang för social hållbarhet. More than 75% of foreign earnings are coming through export from this very important sector of Bangladesh. In study of Islam & Chowdhuri, [1] presently more than four million workers are working in 4,500 RMG companies of Bangladesh in which 90% are illiterate women who are from the rural areas of the country. The policymakers and the employers of this sector claim that the growth of garment sector has helped employing a huge number of rural women that has subsequently developed their socioeconomic. But, it is a concern of the national and internal observers that the compliances like factory laws, industrial relations laws, employment laws, payment of wages laws, ILO standards, ethics applied in this sector are hardly followed by the RMG companies that make the lives of the workers very misery. Sometimes, the female workers are exploited by employing more hours a day without the payment of overtime by capitalizing their illiteracy and submissiveness. Hence, this paper aims at identifying the level of application of the labor laws and the compliances in RMG industry of Bangladesh that is the only protective measures of the large number of female workers of this sector of Bangladesh. A total of 238 workers of this sector were interviewed in this study with a structured questionnaire. Multivariate analysis techniques such as, Factor Analysis and Multiple Regression Analysis were used to analyze the data. Results show that in case of measures for protecting sexual harassment there is a severe problem of the use of the labor laws in this sector followed by physical movement and access control, exit and access path of the company, working hours, and counseling arrangements in the company. This study suggests that the readymade garment companies should address the sexual harassment issue seriously so that the workers will feel safe at their work. They also should focus more on the safety issues, working hours, and counseling of the workers in order to make the working environment more favorable to the workers.

Most of the factories are situated in Dhaka and Chittagong divisions in Bangladesh along with the membership of BGMEA (Bangladesh Garment Manufacturers and Exports Association) and BKMEA (Bangladesh Knitwear Manufacturers and Exports Association). Among these garments, there are compliant garments that follow the code of conduct of workers' rights, and the rest of them are non-compliant garments that often violate the code of conduct of workers' rights. In this particular scenario, workers' have different experiences in their workplaces, which has significant impacts on their lifestyle.This study explores to understand garments workers' lifestyles briefly, through conducting qualitative interviews with 55 garment workers (32 workers were female and 23 workers were male) from 40 different garments in 6 different groups. In this report, we discuss the several areas of workers' life, which represent the scenarios of all garment workers, with the support of the literature review, and the analysis of quantitative and qualitative data. We identified the challenges and qualities of workers' daily life, and suggest a possible tool that might make their life easy and better.We examine five keynote areas of workers' life as social connectivity, financial stability, technology integration, job environment, and healthcare. The notable findings are:• The majority of the workers don't have a significant educational background; especially, female workers are lagging. These workers are migrated from low-income regions such as northern and southern regions of Bangladesh.• Workers have very good social connections with neighbors, co-workers, house owners, shop keepers, and local mobile financing agents.• Workers have a very low income, starting from BDT 8000/month (equivalent to USD 94.22) with numerous areas of expenses, including kids' education cost, monthly expenditures cost, house rent, etc. On the other hand, they struggle to save money on monthly basis with such expenses forlacking proper management of their salary where sometimes they make loans for expenses.• The adaptation of technology usage is very less in proportion to the availability of technology. They all are familiar with and have access to both feature phones and smartphones, and usage of basic calling applications is common.• Workers often struggle in getting a new job because of the traditional recruitment process. Apart from that, workers of non-compliant garments have several negative experiences while workers from compliant garments have very friendly and comfortable experiences in their workplaces.• The majority of the workers are not aware of personal healthcare and they avoid spending money on visiting doctors during their illness.To date, no such study explored these dimensions to understand the workers' life in a particular sector. This study comes up with a question that, do we able to support workers to get a better lifestyle? The findings of this report motivate us to suggest and design an easy user-friendly Bengali crowdsourcing platform that might reduce the basic daily complexities of the workers.
