Book excerpt: NATO's decision to modernize its intermediate-range nuclear forces (INF) by deploying 108 Pershing II's and 464 cruise missiles has created friction between the Soviet Union and the Federal Republic of Germany. Following the NATO decision of 12 December 1979, the Soviet Union staged a monumental propaganda effort in West Germany against the modernization, with special attention to the Pershing IIs, which are to be stationed solely on West German soil. This effort, however, was not sufficient to cause the Federal Republic of Germany to reject the deployment although there were heated Bundestag debates and massive public demonstrations against the deployment. Since the deployment began in November 1983, no dire consequences have come to pass for the Federal Republic of Germany. The Soviet Union, in fact, needs to retain positive relations with the Federal Republic because of its need for hard currency and Western technology, and the FRG is the USSR's most valuable Western trade partner. Retaliatory measures taken by the modernization measures already in progress during the negotiations.
