Die größere Mobilität lässt Unbekanntes immer näher rücken, fordert breitere Verständigungsmöglichkeiten und macht deshalb die frühe Beschäftigung mit fremden Sprachen und Kulturen immer notwendiger. Auf diese veränderte Wirklichkeit sollen die Kinder bereits in der Grundschule vorbereitet werden. Neben der deutschen Sprache sollen sie in der 3. und 4. Klasse einer weiteren Sprache (Englisch, Französisch oder Italienisch) und deren Kultur begegnen. Da Sprache und Denken eng zusammenhängen und mit jeder Sprache eigene Sichtweisen verbunden sind, gewinnen die Schüler beim Erlernen einer Fremdsprache zugleich eine erweiterte Weltsicht. Diese wiederum hilft, der Ausländerfeindlichkeit in ihrem sozialen Umfeld möglichst vorzubeugen. Gerade zu einem frühen Zeitpunkt hat die Beschäftigung mit einer Fremdsprache in der Regel eine persönlichkeitsfördernde und –prägende Wirkung; auch im nichtsprachlichen Verhalten können sich Auswirkungen zeigen wie größere Wendigkeit und raschere Auffassungsgabe, vielseitigere Lernbereitschaft und steigendes Selbstvertrauen. Zudem scheint der Zeitpunkt für die Begegnung mit einer weiteren Sprache in einem Alter günstig, in dem die Kinder beginnen, mit der Muttersprache bzw. der deutschen Sprache bewusster umzugehen. Der frühbeginnende Fremdsprachenunterricht nutzt die ausgeprägte Bereitschaft der Grundschulkinder zum Hinhören, Imitieren und Reagieren, welche beste Voraussetzungen für einen unbefangenen Einstieg bietet. In der Grundschule werden den Kindern Erlebnisse in einer fremden Sprache vermittelt, die sie an den weiterführenden Schulen so nicht mehr erfahren können, weil andere Aspekte der Fremdsprachenvermittlung in den Vordergrund treten.
