Book excerpt: In this era of nuclear weapons disarmament and nonproliferation treaties, among many problems being faced by the Department of Energy is the safe disposal of plutonium. There is a large stockpile of plutonium at the Rocky Flats Environmental Technology Center and it remains politically and environmentally strategic to relocate the inventory closer to a processing facility. Savannah River Site has been chosen as the final storage location, and the Actinide Packaging and Storage Facility (APSF) is currently under construction for this purpose. With the ability of APSF to receive Rocky Flats material an estimated ten years away, DOE has decided to use the existing reactor building in K-Area of SRS as temporary storage to accelerate the removal of plutonium from Rocky Flats. There are enormous cost savings to the government that serve as incentive to start this removal as soon as possible, and the KAMS project is scheduled to receive the first shipment of plutonium in January 2000. The reactor building in K-Area was chosen for its hardened structure and upgraded seismic qualification, both resulting from an effort to restart the reactor in 1991. The KAMS project has faced unique challenges from Authorization Basis and Safety Analysis perspectives. Although modifying a reactor building from a production facility to a storage shelter is not technically difficult, the nature of plutonium has caused design and safety analysis engineers to make certain that the design of systems, structures and components included will protect the public, SRS workers, and the environment. A basic overview of the KAMS project follows. Plutonium will be measured and loaded into DOT Type-B shipping packages at Rocky Flats. The packages are 35-gallon stainless steel drums with multiple internal containment boundaries. DOE transportation vehicles will be used to ship the drums to the KAMS facility at SRS. They will then be unloaded, stacked and stored in specific locations throughout the reactor building. The storage life is projected to be ten years to allow the preparation of APSF. DOE has stipulated that there be no credible release during storage, since there are no design features in place to mitigate a release of plutonium (i.e. HEPA filters, facility containment boundaries, etc.). This mandate has presented most of the significant challenges to the safety analysis team. The shipping packages are designed to withstand certain accidents and conditions, but in order to take credit for these the storage environment must be strictly controlled. Damages to the packages from exposure to fire, dropping, crushing and other impact accidents have been analyzed, and appropriate preventative design features have been incorporated. Other efforts include the extension of the shipping life (roughly two years) to a suitable storage life of ten years. These issues include the effects of internal pressure increases, seal degradation and the presence of impurities. A process known as the Container Qualification Program has been conducted to address these issues. The KAMS project will be ready to receive the first shipment from Rocky Flats in January 2000. No credible design basis scenarios resulting in the release of plutonium exist. This work has been useful in the effort to provide a safer disposition of plutonium, but also the lessons learned and techniques established by the team will help with the analysis of future facility modifications.

Book excerpt: In May 2003, the Russian Academy of Sciences and the National Academies organized an international workshop in Moscow on the scientific issues relevant to the establishment and operation of an international spent nuclear fuel storage facility in Russia. Given the broad international interest in this topic, the academies organized a second international workshop on important issues that were not on the agenda or were not adequately discussed at the first workshop. These issues included international monitoring at the facility, transportation requirements, liability and insurance concerns, and status of Russian legislation and regulations that are important in locating and operating a facility. Relevant experience from Europe, the United States, and Asia was also considered in this 2005 workshop. This book contains the papers presented at the 2005 workshop sessions, as well as proceedings from the 2003 workshop. Together they provide an overview of the issues, and useful background for those organizations and individuals involved in further development of an international spent nuclear fuel storage facility in Russia.

Book excerpt: A means for use of existing processing facilities and reactors for plutonium disposition is described which requires a minimum capital investment and allows rapid implementation. The scenario includes interim storage and processing under IAEA control, and fabrication into MOX fuel in existing or planned facilities in Europe for use in operating reactors in the two home countries. Conceptual studies indicate that existing Westinghouse four-loop designs can safety dispose of 0.94 MT of plutonium per calendar year. Thus, it would be possible to consume the expected US excess stockpile of about 50 MT in two to three units of this type, and it is highly likely that a comparable amount of the FSU excess plutonium could be deposed of in a few VVER-1000's. The only major capital project for this mode of plutonium disposition would be the weapons-grade plutonium processing which could be done in a dedicated international facility or using existing facilities in the US and FSU under IAEA control. This option offers the potential for quick implementation at a very low cost to the governments of the two countries.

Book excerpt: Disposal of Surplus Plutonium at the Waste Isolation Pilot Plant: Interim Report evaluates the general viability of the U.S. Department of Energy's National Nuclear Security Administration's (DOE-NNSA's) conceptual plans for disposing of 34 metric tons (MT) of surplus plutonium in the Waste Isolation Pilot Plant (WIPP), a deep geologic repository near Carlsbad, New Mexico. This report evaluates DOE-NNSA's plans to ship, receive, and emplace surplus plutonium in WIPP and its understanding of the impacts of these plans on WIPP and WIPP-bound waste streams. This report, the first of two to be issued during this study, provides a preliminary assessment of the general viability of DOE-NNSA's conceptual plans, focusing on some of the barriers to their implementation.

Book excerpt: Within the next decade, many thousands of U.S. and Russian nuclear weapons are slated to be retired as a result of nuclear arms reduction treaties and unilateral pledges. A hundred tons or more of plutonium and tons of highly enriched uranium will no longer be needed. The management and disposition of these fissile materials, the essential ingredients of nuclear weapons, pose urgent challenges for international security. This book offers recommendations for all phases of the problem, from dismantlement of excess warheads, through intermediate storage of the fissle materials they contain, to ultimate disposition of the plutonium.

Book excerpt: In response to a request from Congress, the Nuclear Regulatory Commission and the Department of Homeland Security sponsored a National Academies study to assess the safety and security risks of spent nuclear fuel stored in cooling pools and dry casks at commercial nuclear power plants. The information provided in this book examines the risks of terrorist attacks using these materials for a radiological dispersal device. Safety and Security of Commercial Spent Nuclear Fuel is an unclassified public summary of a more detailed classified book. The book finds that successful terrorist attacks on spent fuel pools, though difficult, are possible. A propagating fire in a pool could release large amounts of radioactive material, but rearranging spent fuel in the pool during storage and providing emergency water spray systems would reduce the likelihood of a propagating fire even under severe damage conditions. The book suggests that additional studies are needed to better understand these risks. Although dry casks have advantages over cooling pools, pools are necessary at all operating nuclear power plants to store at least the recently discharged fuel. The book explains it would be difficult for terrorists to steal enough spent fuel to construct a significant radiological dispersal device.

Book excerpt: First published in 1997, this volume observes that of all the materials, systems and facilities that designed and operated nuclear weapons, the most readily available assets for reuse are often identified as the highly enriched uranium (HEU) and plutonium from warheads. However, proliferation concerns the reuse of much of this material unlikely. This book explores the economic issues surrounding the major expenditures facing the US as it attempts to dispose of weapon-grade nuclear materials in a proliferation-resistant manner. The book discusses the economic values of plutonium and HEU, the economic nature of the nuclear industry, reprocessing and operations costs, the economics of ‘burning’ plutonium to generate electrical power, the economics of down-blending and ‘burning’ HEU, military conversion as a rationale for selecting plutonium disposition options, the economics of transmutation, and the economics of other proposals ranging from monitored surface storage to vitrification. The book concludes by identifying the major cost drivers affecting all disposition options.

Available in PDF, EPUB and Kindle. Book excerpt: Regardless of the outcome of the ongoing debate about the proposed Yucca Mountain geologic waste repository in Nevada, the storage of spent nuclear fuel (SNF)—also referred to as “highlevel nuclear waste”—will continue to be needed and the issue will continue to be debated. The need for SNF storage, even after the first repository is opened, will continue for a few reasons. The Obama Administration terminated work on the only planned permanent geologic repository at Yucca Mountain, which was intended to provide a destination for most of the stored SNF. Also, the Yucca Mountain project was not funded by Congress in FY2011 and FY2012, and not included in the Administration's budget request for FY2013. Even if the planned repository had been completed, the quantity of SNF and other high-level waste in storage awaiting final disposal now exceeds the legal limit for the first repository under the Nuclear Waste Policy Act (NWPA). The expected rate of shipment of SNF to the repository would require decades to remove existing SNF from interim storage. Accordingly, the U.S. Nuclear Regulatory Commission (NRC) and reactor operators are considering extended SNF storage lasting for more than 100 years. The debate about SNF typically involves where and how it is stored, as well as what strategies and institutions should govern SNF storage. The earthquake and tsunami in Japan, and resulting damage to the Fukushima Dai-ichi nuclear power plant, caused some in Congress and NRC to consider the adequacy of protective measures at U.S. reactors. The NRC Near-Term Task Force on the disaster concluded it has “not identified any issues that undermine our confidence in the continued safety and emergency planning of U.S. plants.” Nonetheless, NRC has accepted a number of staff recommendations on near-term safety enhancement, including requirements affecting spent fuel storage and prevention and coping with station blackout. NRC is not requiring accelerated transfer of SNF from wet pools to dry casks, but the SNF storage data from the last several years indicate that accelerated transfer has already been occurring. This report focuses on the current situation with spent nuclear fuel storage in the United States. It does not address all of the issues associated with permanent disposal of SNF, but rather focuses on the SNF storage situation, primarily at current and former reactor facilities for the potentially foreseeable future.~

Book excerpt: The production of nuclear materials for the national defense was an intense, nationwide effort that began with the Manhattan Project and continued throughout the Cold War. Now many of these product materials, by-products, and precursors, such as irradiated nuclear fuels and targets, have been declared as excess by the Department of Energy (DOE). Most of this excess inventory has been, or will be, turned over to DOE's Office of Environmental Management (EM), which is responsible for cleaning up the former production sites. Recognizing the scientific and technical challenges facing EM, Congress in 1995 established the EM Science Program (EMSP) to develop and fund directed, long-term research that could substantially enhance the knowledge base available for new cleanup technologies and decision making. The EMSP has previously asked the National Academies' National Research Council for advice for developing research agendas in subsurface contamination, facility deactivation and decommissioning, high-level waste, and mixed and transuranic waste. For this study the committee was tasked to provide recommendations for a research agenda to improve the scientific basis for DOE's management of its high-cost, high-volume, or high-risk excess nuclear materials and spent nuclear fuels. To address its task, the committee focused its attention on DOE's excess plutonium-239, spent nuclear fuels, cesium-137 and strontium-90 capsules, depleted uranium, and higher actinide isotopes.
