Book excerpt: This volume assesses the impact of the decade-old move in public education reform away from funding equalization and toward adequacy and accountability. In six chapters, the author provides a detailed introduction, the theoretical and empirical background, and an analysis of the prospects of future state funding of public education. He includes a Connecticut-based case study that examines state legislative motivations and suggests methods for predicting future state behaviors. Following the case study, the author offers an analysis of policy options that balance equity, performance, and tax burdens. The conclusion pays particular attention to the consequences of current reform policies and statesâ willingness to fund them, or not.

Available in PDF, EPUB and Kindle. Book excerpt: This report shows that in FY 2011, the federal government provided $607 billion in grants to state and local governments. Those funds accounted for 17% of federal outlays, 4% of gross domestic product (GDP), and a quarter of spending by state and local governments that year. Over the past 30 years, those “intergovernmental” grants -- financial transfers from the federal government that support a wide range of state and local programs -- have fluctuated as a share of federal outlays. Federal grants for health programs, primarily Medicaid, have grown rapidly, and grants for programs and initiatives not related to health -- such as those associated with income security, education, and transportation -- have also increased, albeit at a slower rate. In total, the federal government reported outlays in 2011 for more than 200 intergovernmental grant programs, which were administered by 30 federal departments and independent agencies. Figures. This is a print on demand report.

Available in PDF, EPUB and Kindle. Book excerpt: Hardbound. This is the first book to bring together a collection of essays on the background, implementation and theory of federal block grants to education. The focus is on Chapter 2 of the Education Consolidation and Improvement Act of 1981 (USA), and its implementation during the academic years 1982-83 and 1983-84 in eight states. The case studies reported herein are based on an in-depth examination of Chapter 2 implementation, sponsored by the US department of education. Among the issues considered by the authors are the financial impacts of Chapter 2, along with effect on curriculum choice, purchase and use of computers, and federal-state regulation. The book concludes with pro-con position papers on the desirability of block grants to education vs. categorical grants.

This fifth edition maintains its focus on key local services such as education, health care, and transportation and brings in new coverage of land use and housing, applications from behavioral economics, and more international comparisons. This textbook provides an examination and analysis of public finance practices and problems in a federal fiscal system, focusing on the fiscal behavior and policies of state and local governments. Modern economic theory is applied to examine the way key institutions are used to produce and finance services and to provide evaluation of alternative policies. This stalwart text will continue to be invaluable reading for those who study public finance, local government finance, urban economics, public policy, and public administration.

Available in PDF, EPUB and Kindle. Book excerpt: Economics can be a lens for understanding the behavior of schools, districts, states, and nations in meeting education needs of their populaces, as well as for understanding the individual decisions made by administrators, teachers, and students. Insights from economics help decision makers at the state level understand how to raise and distribute funds for public schools in an equitable manner for both schools and taxpayers. Economics also can assist researchers in analyzing effects of school spending and teacher compensation on student outcomes. And economics can provide important insights into public debates on issues such as whether to offer vouchers for subsidizing student attendance at private schools. This two-volume encyclopedia contains over 300 entries by experts in the field that cover these issues and more. Features: This work of 2 volumes (in both print and electronic formats) contains 300-350 signed entries by significant figures in the field. Entries conclude with cross-references and suggestions for further readings to guide students to in-depth resources. Although organized in A-to-Z fashion, a thematic “Reader’s Guide” in the front matter groups related entries by topic. Also in the front matter, a chronology provides students with historical perspective on the development of education economics and finance as a field of study The entire work concludes with a Resources appendix and a comprehensive Index. In the electronic version, the index, Reader's Guide, and cross references combine to provide effective search-and-browse capabilities.
