The result is a worthy tribute that will send readers scurrying back to Bartlett to quarry yet more nuggets from The Making of Europe, still fizzing with intellectual brio some twenty years after its publication. This is why it relaunches the importance of the European discourse in its symbolic dimension. As such, it explores the many images of Europe, or rather the many images through which European discourse is actually constituted in daily life, in search of their enunciative responsibility in today’s world for determining the current “State of the Union”. The identity of the European continent is based on a millenary tension between universalism and particularism: images of Europe have in fact been alternately inspired, over the centuries, by a model of homogeneity – Roman and Carolingian imperial disposition – on the one hand, and by a model of fragmentation – a Europe of city-states, municipalities, regions and small fatherlands – on the other. In the European Union, a political and economic organism, this issue has recently been amplified to the point that it has reentered public debate, and political parties that are only recognizable for being Europeanists or anti-Europeanists are now ubiquitous. In this regard, one major bone of contention is how to portray the quintessential aspects of the European territory, which are either interpreted as “thresholds” to be overcome in the name of a model of United Europe – “integral totality” – or are instead regarded as insurmountable obstacles for a Europe that is irreparably and perhaps, according to anti-Europeanists, fortunately fragmented – “partitive totality”. Further, this is to be done without excluding the possibility of contradictory and complementary solutions to these binary visions. In this context the book analyzes various texts in order to obtain a more precise picture of the clash, reveal its semiotic forms, and by doing so, identify a way out of the crisis.

Book excerpt: This book emerged from an extended seminar series held in Edinburgh Law School which sought to explore the complex constitutional arrangements of the European legal space as an inter-connected mosaic. There has been much recent debate concerning the constitutional future of Europe, focusing almost exclusively upon the EU in the context of the (failed) Constitutional Treaty of 2003-5 and the subsequent Treatyof Lisbon. The premise of the book is that this focus, while indispensable, offers only a partial vision of the complex constitutional terrain of contemporary Europe. In addition, it is essential to explore other threads of normative authority within and across states, embracing internal challenges to state-level constitutional regimes; the growing jurisprudential assertiveness of the Council of Europe regime through the ECHR and various democracy-building measures; as well as Europe's ever thicker relations, both with its border regions and with broader international institutions, especially those of the United Nations. Together these developments create increasingly dense networks of constitutional authority within the European space. This fluid and multi-dimensional dynamic is difficult to classify, and indeed may seem in many ways impenetrable, but that makes the explanatory challenge all the more important and pressing. Without this fuller picture it becomes impossible to understand the legal context of Europe today or the prospects of ongoing changes. The book brings together a range of experts in law, legal theory and political science from across Europe in order to address these complex issues and to supply illustrative case-studies in the topical areas of the constitutionalisation of European labour law and European criminal law.

This group of tachinid Diptera totals 58 species in Europe of which 6 are here described as new to science. In most species, the immatures live as endoparasitolds of lepidopterous larvae, but a few species even attack tipulid larvae. Several species of Siphonini are of great economic interest as agents for the control of lepidopterous and tipulid pests in agriculture and forestry. An analysis and proposal on the systematic position of the Siphonini is given together with a key to larger taxonomic entities of Tachinidae. The generic classification is also critically emphasized. A separate chapter summarizes aspects of the group's natural history: life-cycles, mating behaviour, oviposition strategies, etc. The taxonomic part contains identification keys to genera and species, and for each species a diagnosis, a description and accounts on the nomenclature, biology and distribution is given. A separate catalogue details the provincial distribution of the 47 species occurring in Fennoscandia and Danmark. No less than 275 line drawings and 15 colour illustrations accompany the text.
