What is the meaning of the tribal name Lipan? Did Morris Opler's 1935 study of historical Lipan culture conform to practices seen by eighteenth century Spaniards? Only four in situ observations of Lipan Apache culture survive - observations made by a Spanish priest, a Spanish military officer, a Swiss botanist and an Anglo captive. Each source reveals fascinating insights into a hitherto unseen world of Lipan beliefs and practices. The sources reported, for example, that the Lipans were able to predict both solar and lunar eclipses, a practice which went far beyond the vision quest posited by Opler. Tourists flocked to the region alongside land speculators who envisioned upscale hotels, resorts, and spas. Two decades later, an East Coast journalist, William Smythe, established a utopian agricultural colony in what is today San Ysidro. Tourists began to cross the border in droves when Tijuana earned the reputation as "vice city." Racetrack, saloon, and gambling house employees settled in San Ysidro, while ranchers in the Tijuana River Valley bred horses for the racetracks. Dairy and vegetable farmers also moved in, taking advantage of the year-round mild weather. By the 1970s, suburban development and greater restrictions to the flow of people at the border meant the area became a predominantly Spanish-speaking community. The Port of Entry at San Ysidro also became the largest in the world, accommodating over 47 million people annually.

I entered the foreign service by pure luck. It was only because I was at the right place at the right time and was the right age to fill a need discovered by Robert Kennedy shortly after his brother was elected president in 1961. The problem was that no one in the state department was doing anything about reaching out to the youth of the word. Under a new program the Kennedys created, I was invited to enter the foreign service of the US information Agency (USIA) as a student affairs grantee because I could be shipped overseas immediately to help fill this gap. I was selected because I had an advanced degree in sociology, I was athletically inclined, and most importantly, I was bilingual in Spanish.
