Both systems acquire some of the same sorts of information and serve similar customers, but they are acquired in distinctly different ways; moreover, in both cases procurement efforts have been beset by increasing costs and schedule delays. Recently enacted statutes mandate better integration of ISR capabilities and require that the Defense Department prepare a roadmap to guide the development and integration of ISR capabilities over the next fifteen years. An effective roadmap, if developed, could potentially ensure more comprehensive coverage of targets and save considerable sums of money. To establish responsibility for an Intelligence Community-wide effort, the 9/11 Commission recommended that a new position of Director of National Intelligence be established to manage the national intelligence program (but not joint military and tactical intelligence programs, which would continue to be managed by the Defense Department). This position was included, after extended debate, in the Intelligence Reform and Terrorism Prevention Act of 2004 (P.L. 108-458) that was approved by the President on December 17, 2004. The implications of this legislation for ISR programs are as yet uncertain, but Congress may seek to assess the effectiveness of the statute in addressing long-existing concerns with ISR programs. This report will be updated as circumstances warrant.

By linking collection targets to operational tasks, objectives, and the top-level commander's guidance with relative utilities, planning for the daily intelligence collections and real-time retasking for ad hoc ISR targets could be enhanced. When current tools are modified to provide this information, planners will be able to link collection targets to top-level objectives for better decision making and optimization of low-density, high-demand collection assets. Similarly, on the Air Operations Center (AOC) floor, intelligence officers will be better able to deal with time-sensitive, emerging targets by rapidly comparing the value of collecting an ad hoc collection with the value of collecting opportunities already planned. To handle the ISR demands posed by the rapidly changing battlefield of the future, this new, more-capable framework may be needed for making the best use of intelligence capabilities against emerging collection opportunities. Future research will focus on quantifying the advantages of this approach in comparison with the current process.

In fiscal year 2010, intelligence community spending, including for ISR, exceeded $80 billion. Section 21 of Public Law 111-139 mandated that GAO identify programs, agencies, offices, and initiatives with duplicative goals and activities. This report examines the extent to which: (1) DOD manages and oversees the full scope and cost of the ISR enterprise; (2) DOD has sought to identify and minimize the potential for any unnecessary duplication in program, planning, and operations for ISR; and (3) DOD's ISR Integration Roadmap addresses key congressionally directed management elements and guidance. GAO recommends that DOD compile and aggregate complete ISR funding data, establish implementation goals and timelines for its efficiency efforts, and give priority to examining efficiency in ISR collection activities. DOD agreed or partially agreed with these GAO recommendations. GAO also suggests that Congress consider holding DOD accountable to address required elements of the ISR roadmap.

Initially, this thesis provides a detailed examination of the information ‘need’, of ISR end-users, that is fulfilled by an ISR processing system and proposes a technique for examining the way in which that need changes across the broad spectrum of military operations. The environment in which an ISR processing system resides is also examined and a set of attributes are proposed for describing those aspects of the environment which potentially affect the operation of a processing system. In recent times, two distinctly different approaches to the conduct of ISR processing have gained significant attention: Task, Process, Exploit, Disseminate (TPED) and Task, Post Process, Use (TPPU). However, in practice, hybrid ISR processing systems may be built which exhibit some characteristics of both of these approaches. The comparative strengths and weaknesses of these approaches are examined and a framework is proposed for matching the information needs of end-users and the system’s operating environment to the most suitable configuration of a hybrid processing system.

Book excerpt: As operations overseas continue, the Department of Defense (DoD) is experiencing a growing demand for intelligence, surveillance, and reconnaissance (ISR) assets to provide valuable information in support of military operations. While the 2006 Quadrennial Review emphasized the need for the ISR community to improve the integration and management of ISR assets, DoD plans to make significant investments in ISR capabilities for the future. Congress has been interested in DoD's approach for managing and integrating existing assets while acquiring new systems. This testimony addresses preliminary observations based on GAO's ongoing work regarding the following: (1) the status of DoD initiatives intended to improve the management and integration of ISR requirements and challenges DoD faces in implementing its initiatives, (2) DoD's approach to managing current ISR assets to support military operations, and (3) the status of selected ISR programs in development and the potential for synergies between them. GAO's ongoing work included document review, interviews with officials at relevant organizations, observations of some U.S. Central Command operations, and review of 13 airborne ISR development programs.
